Job Description

ASE, and Akima company, is looking to hire aSenior Program Managerto support several technical projects and programs in the Norfolk VA area and worldwide. The applicant must be capable of managing the day-to-day operational including financial, administrative and contractual support functions and activities for land based and shipboard electrical and electronics installation projects. You will direct the accomplishment of project-specific goals, monitors and reports achievement. Manages an operating budget, manpower, resources, and facilities in performance of contract responsibilities. Ensures compliance with Performance Work Statement (PWS) and program Quality Management System (QMS). This is also a supervisory role where it is necessary to mentor junior PMs in the execution of similar technical projects.

This Hybrid position requires that you live within commuting distance from Suffolk, VA.

Responsibilities

  • Recommended strategies to assist the customer with missions, and provide short-, mid- and long-term planning goals as well as optimize organizational structure and processes to most effectively achieve stated mission objectives.
  • Ensure contract documentation is delivered on time and to high quality standards. Develop ad-hoc documentation required by the customer and support document reviews and approval.
  • Responsible for all aspects of contract financials:
    • Responsible for cost, schedule and technical performance of install projects.
    • Facilitate accurate and timely billing of projects.
    • Ensure cost control, schedule, and quality product execution regarding planning, estimating, and executing work meets or exceeds performance-based requirements.
    • Assist with the purchasing and procurement of equipment and material.
    • Apprise Akima senior management on contract productivity, costs/budgeting, and quality assurance.
    • Administers departmental policies and procedures, evaluates results and performance, and assists with the development of new or modified budgets, strategic plans, or policies.
  • Supervise personnel effectively to ensure productivity and high-quality installs with minimal rework
  • Ensure recruitment and retention strategies and processes are in place to address demand.
  • Attend and facilitate weekly production meetings providing status updates.
  • Ensure proper, safe, and secure usage of Government furnished equipment and material including but not limited to machinery, tooling, facilities, Hazardous Materials (HAZMAT), Information Technology (IT) assets, etc.
  • Understand and implement prioritization needs based on schedules and capacity.
  • Perform proper resourcing and personnel allocation based on skill sets and customer need for each job.
  • Provide electronic and written deliverables as required in a timely and efficient manner as not to delay Government progress.
  • Ensure Contractor personnel complete mandatory and required training on time or ahead of schedule and maintain an electronic list of all trainings, certifications, licenses and appropriate expiration dates per employee.
  • Be available during normal working hours and available after hours if needed.
  • Serve as the primary point of contact for the Contracting Officer (KO) / Contracting Officer's Representatives (COR).
  • Communicate and integrate with customer stakeholders to ensure objectives and priorities are understood.
  • Direct activities of the program, to include meeting preparation and facilitation of assessment team tasks, preparing and conducting briefings, and developing options/white papers describing potential technical design and deployment alternatives.
  • Identify and communicate issues and risks to customer points of contact and develop recommendations for risk mitigation.
  • Facilitate quarterly progress reviews.
  • Provide oversight and change recommendations to the customer on all requirements written within the contract PWS.
  • Responsible for supervising employees and managing activities of external consultants and/or vendors/subcontractors.
  • Mentor junior Project and Program Managers. provide oversight of technical projects.

Qualifications

  • Must be US Citizen able to obtain and maintain a Secret clearance.
  • 10 years' experience in project management, 5 years of which should be in federal contracting.
  • Documented financial experience of management to include:
    • Determining cost, schedule and technical performance of install projects.
    • Facilitating accurate and timely billing of projects.
    • Ensuring cost control, schedule, and quality product execution regarding planning, estimating, and executing work meets or exceeds performance-based requirements.
    • Assist with the purchasing and procurement of equipment and material.
    • Apprise Akima senior management on contract productivity, costs/budgeting, and quality assurance including comprehensive understanding of wrap rates.
    • Administer departmental policies and procedures, evaluates results and performance, and assists with the development of new or modified budgets, strategic plans, or policies.
    • Comprehensive understanding of various government contract types to include Cost Plus (CP), Time & Material (T&M), Firm Fixed Price (FFP), etc.
  • Travel: while this is home base, you must have ability to travel for site visits and customer meetings when needed (approx. 25%)
  • Experience with:
    • Shipyards and how they function and work to including military facilities and sites leading teams in shipboard installations, construction, or electronics installation projects.
    • applying quality control and quality assurance procedures to installation work.
    • understanding and interpreting of construction and electrical drawings, sketches, schematics and design documents.
    • evaluating performance requirements including providing data analysis for cost control, scheduling, performance, and quality.
    • job prioritization, resource and personnel allocation based on skill sets and customer needs.
  • Ability to communicate effectively and work closely with employees, suppliers, engineers, technicians, and scientists.
  • Proficient in Excel, Word, Project and Outlook.

Desired Qualifications:
  • Project Management Professional (PMP) certification.
  • AA or bachelor's degree preferred but not required.
  • Current SECRET clearance.
