In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for Individual Occupational Requirements for Information Technology (IT) Management Series, 2210 (Alternative A).

This is a GG-13 position in the Cyber Excepted Service (CES). The GG-13 duties for the "Supervision and Management" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include having used a wide variety of reference materials including agency, command and local standards, regulations, and technical guides for specific program areas that are not always completely applicable to issues and problems, or have gaps in significant areas. The employee is required to interpret, adapt or modify existing guides and available precedents for application to the assigned project or gather considerable information to supplement gaps or lack of specificity in dealing with particular problems. Judgment, resourcefulness, and initiative is required in researching, selecting, interpreting, modifying, and applying available guidelines for adaptations to specific problems or issues. The employee analyzes results and recommends changes.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. knowledge of a wide range of IT principles, concepts, and methods.
2. Knowledge of the organization's policy and planning formulation process along with its missions and objectives to prepare IT policies and plans.
3. Knowledge of budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare persuasive budget recommendations in support of IT requirements.
4. Knowledge of system architecture, integration techniques, and testing methods.
5. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements.
6. Ability to communicate effectively, both orally and in writing; to analyze complexities of existing technology, review/revise/develop policy, initiate plans for enhancements, and provide management sufficient technical and cost analysis information, through written documentation and oral briefings, to render informed judgements.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

- Plans, organizes, and directs the activities of 561 NOS/CYSK, ensuring that functional work area complies with legal and regulatory requirements and meets customer needs.
- Exercises supervisory personnel management responsibilities.
- Represents 561 Network Operations Squadron with a variety of installation and functional area organizations.
- Performs studies and establishes plans of action for improving the efficiency of information technology applications.
- Functions as a senior technical advisor on contract and budget activities.
