Job Description
ORBIS is seeking an experienced Measure of Effectiveness Officer (MOE) to participate in program evaluation activities for a client in the US Intelligence Community. The MOE will have the opportunity to demonstrate intellectual agility, all source analysis, and research acumen by leading data collection and data analysis activities to produce key performance insights. Further, the Officer will participate in the implementation of recommendations when they are adopted by the customer. This project features the opportunity to interact with a wide range of key stakeholders, including those at senior levels. This is an exciting opportunity for an intellectually curious, energetic, data-savvy consultant to work on a project with real impact helping our client develop ways to understand and improve performance of activities that support delivery of our customer's mission.

Duties & Responsibilities
- Consult with teammates and clients on the development, prioritization, and implementation of process improvement and program evaluation tasks.
- Prepare visual presentations of data and analysis.
- Prepare reports and presentations for senior leadership based on research plans, activities, findings and recommendations.
- Brief senior level customers on research plans, activities, findings and recommendations.
Supervisory Responsibilities
- This position has no supervisory responsibilities
Education & Experience
- A Bachelor's degree is required for this position.
- 0-3 years' experience in a consulting role in the IC.
Required Qualifications
- Requires an active TS/SCI with Poly
- Excellent analytical skills and problem-solving abilities
- Excellent oral presentation and briefing skills
- Knowledge of and experience in the fundamentals of all-source intelligence analysis
- Familiarity with the customer's report writing standards
- Attention to detail and the ability to effectively follow-through and manage status reporting, scheduling, and project communications
- High degree of personal integrity
- Strong interpersonal skills and the ability to work well both independently and as part of a team
- Ability to work in a dynamic environment, juggling concurrent tasks and meeting deadlines
Desired Qualifications
- Experience deploying strategic communications
- Proficiency with software and databases used in support of research and analysis for the U.S. Government
Physical Requirements
- Prolonged periods of sitting at a desk and working on a computer.
- Routine video conference and/or in-person meetings.
- Ability to attend planned meetings within the Washington Metro Area region.
