Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions,
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in 1) Evaluating work performance of subordinates; giving advice, counsel, or instruction to employees on both work and administrative matters; interviewing candidates for positions; recommending appointment, promotion, or reassignment. 2) Researching and determining or recommending appropriate actions or interpretation of issues that impact organization, installation, command, or agency. 3) Establishing review systems for the organization that make certain government needs are met and validated, and that economy and quality of operations are maintained or improved. 4) Developing goals and objectives that integrate organization objectives. 5) Meeting with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolving significant problems that arise.

Ideal Candidate:
The ideal candidate for this senior leadership position is a strategic and results-driven professional dedicated to enhancing the quality of life for our installation's diverse community. This individual will exercise second-level supervisory and managerial authority over the Services Branch, guiding all activities related to program development, community service, and business operations.
Specifically, the ideal candidate will have demonstrated excellence in the following core areas:
1. In-depth knowledge of Services' business activities, practices, policies, and functions to advise managers on quality customer service and profitable programs in recreation, fitness, food service, marketing, hospitality, mortuary, and search and recovery actions. Technical knowledge of good business practices, accounting principles, budget preparation, financial planning and personnel manning for funding and recruitment. To include technical knowledge of appropriated (APF), non-appropriated (NAF), and Command Lodging Fund (CLF) budget systems and financial matters relating to funding instrumentalities.
2. Knowledge of safety and security regulations, practices, and procedures.
3. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
4. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
5. Ability to communicate both orally and in writing.
6. Technical knowledge of business, hospitality activities, safety, fire, health, facility (size and composition) standards, and Air Force and DoD procedures for facility construction/repair, project implementation. Technical knowledge of contracting/procurement procedures and regulations sufficient to prevent illegal or unauthorized expenditures of government funds. Requires extensive knowledge in functional areas in order to develop innovative approaches due to a combination of factors such as limitation in available funds, facilities, staff, volunteers, equipment, transportation and other resources and the wide range of leisure-time activities and interests.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
