Community Planner

Duties

• Manage the development, analysis, scheduling, preparation, implementation and maintenance of the Installation Master Plan through a participatory process involving all internal/external stakeholders for the Installation.
• Responsible for ensuring the proper development, coordination and submission of project programming documentation relative to the Installation Master Plan, Space Utilization efforts and Stationing Actions.
• Develop agendas, prepare briefing materials for, and present briefings during meetings such as the Real Property Planning Board, whose members will include high level officials.
• Develop and update community, master planning and space utilization policies and plans in accordance with written agency guidance.
• Function as DPW representative at on and off-post meetings and conferences involving non- military private organizations, the 8 surrounding counties, 12 cities, NC DOT, and any other stakeholders.

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
• Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest. This position requires pre-employment financial disclosure and annually thereafter.
• This position has a Temporary Duty (TDY) or business travel requirement of occasionally.
• The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
• This position has a requirement to lift up to 40 lbs. in the regular performance of duties.
• Weekends and After-Hours Work Required Occasionally.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Basic Requirement for Community Planner:

A. Degree: Bachelor's degree (or higher degree) in community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.

B. Degree and Work Experience: Bachelor's degree (or higher degree) in a field related to community planning such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration and possess at least one-year of work experience in community planning acquired under the supervision and guidance of a community planner.

OR

C. Combination of Education and Experience: Courses equivalent to a major in one of the disciplines, as shown in A above, or a combination of related courses totaling at least 24 semester hours in any combination of the disciplines, as shown in A above, of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes: 1) Developing and updating community, master planning and space utilization policies and plans in accordance with written agency guidance; AND 2) Formulating program documentation for multi-million dollar projects, space utilization and stationing actions; AND 3) Developing briefing materials for high level officials regarding the planning activities of an installation; AND 4) Representing high level officials during internal and external community partner meetings or conferences. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
