Job Description

Duties

  • Serve as the senior analyst and the labor funding accounts manager for the Directorate of Military Programs.
  • Serve as the focal point for the resolution of difficult and complex resource management funding problems.
  • Performs budgetary planning and analysis functions for assigned areas of responsibility.
  • Apply advanced analysis techniques to program data expressed in financial terms, including detailed review of budget requirements, as well as coordination and control of the estimates and funding for the appropriations
  • Prepares special studies concerning resource impacts, complex financial areas and related command-wide budget planning systems for the Organization.
  • Interpret budget policy, services, management of resources and forecasting budgetary trends and activities for the Organization.

  • This position requires a Financial Management Level 2 Certification IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

In order to qualify, you must meet the experience requirements described below. GS-12 Specialized Experience: One year of specialized experience which includes 1) Experience with formulation, justification and execution of the organization operating budget; 2) Knowledge and skill in the application of related laws, regulations, policies, methods and techniques of budgeting; AND 3) Ability to operate and maintain financial automation systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

GS-13 Specialized Experience: One year of specialized experience which includes: 1) Performing administrative and analytical duties related to formulating, justifying, executing, and reviewing budget for an Organization; 2) Developing plans and objectives in the development/establishment of overall criteria for financing agency-wide program accounts; 3) Revising and interpreting standard operating procedures and guidance for budget formulation and administration; AND 4) Applying problem solving techniques to resolve complex resource management funding problems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
