Quattro Consulting, an operating firm of Command Holdings, is seeking a SOF Exercise Designer IV to provide subject matter expertise and joint exercise support which delivers relevant SOF-Specific Joint Collective training, exercise, and experimentation support to the USSOCOM enterprise and partners to improve joint and combined operational readiness to meet Global Combatant and Joint Force Commander (GCC) (JFC) requirements.

Quattro Consulting, an operating firm of Command Holdings, is seeking a SOF Exercise Designer IV to provide subject matter expertise and joint exercise support which delivers relevant SOF-Specific Joint Collective training, exercise, and experimentation support to the USSOCOM enterprise and partners to improve joint and combined operational readiness to meet Global Combatant and Joint Force Commander (GCC) (JFC) requirements.
Duties and responsibilities include but are not limited to:
Conduct exercise design, JELC planning, scenario scripting, and key staff role playing.
Utilize the ADDIE model in executing the Joint Training System / Join Training Tool to determine exercise and training requirements, design and develop appropriate training materials and scripting for in-person and online delivery, deliver in-person and online training using adult training principles, observe and evaluate training effectiveness and efficiency.
- Support the JECG to include managing the Master Scenario Event List (MSEL) and flow of injects enabling the achievement of all training and exercise objectives.
- Conduct training audience / Exercise Director and internal training team assessments to examine the quality of instruction/training, quality of overall exercise design and execution, and quality of the training and exercise events to determine improvements to the overall training and exercise model.
Maintain functional currency and relevancy and awareness of SOF and Joint Enterprise training requirements through constant research of past and current operations, Presidential Policy Directives, DoD Instructions, Manuals, Guides, and Directives; Joint Exercise Instructions, Manuals, Guides, Directives, and Courses; campaign plans, contingency plans, CONPLAN, OPLAN, EXORD, Joint, Service, and SOF doctrine, Joint Knowledge Online (JKO) products, professional journals and publications.
- Maintain functional and cooperative relationships with operational and strategic level planners and leaders in the USSOCOM HQs, CCMD’s, TSOC’s, the Joint Staff, and JSOC, to facilitate a synchronized effort in exercise design and execution across the community of interest.
- Provides observations for the PER that identifies DOTmLPF-P shortfalls and gaps.
- Participate in working groups directed by commands’ leadership; document key points/discussions relevant to joint training and maintain reports on designated portals.
Provide exercise support to coordinate and synchronize tactical and operational SOF, AMEMB, IA, Country Team, CCMD Survey Assessment Teams (ASAT) and HN exercise activities to support CCMD’s counter-terrorism exercise programs.

Work Environment:
- Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment).

Physical Demands:

Requirements
Basic Qualifications
Bachelor’s degree with 10 years experience in SOF //OR// prior SOF E9+, CW4+ with 10 years experience in joint exercise design.
Current, active TS/SCI security clearance.
Minimum of 6 years of recent experience serving in a command, senior enlisted advisor, or primary staff billet in a SOF (USSOCOM/TSOC), Service, Joint Staff, OSD, or 3-4 Star level Service/CCMD HQs.
Minimum of 5 years of experience in exercise and scenario design and management.
Minimum of 8 years of experience conducting joint and coalition operations and training.
Minimum of 4 years of experience with Service, SOF, and Joint doctrine, planning, operations, training, and exercises.
Minimum of 4 years of experience developing operational products to support CCMD and TSOC SOF/CT exercises.
Minimum of 4 years of experience researching and integrating current intelligence and operations to develop complex scenarios, studies, and analysis related to SOF core activities for all geographic areas.
Minimum of 4 years of experience to communication exercise design details with operational level exercise planners, staffs, and commanders; interagency partners, and partner nation exercise planners.
- Must possess excellent presentation, communication and organization skills with proven skills in formal classroom delivery.
- Demonstrated proficiency in using all Microsoft Office applications.
- Outstanding communication skills, influencing abilities, and client focus.
- Professional proficiency in English is required.
- Valid driver’s license (proof of which will be required after hire) and ability to qualify for and maintain company liability insurance through a clean driving record.
