Job Description
Nakupuna Consulting is seeking a Security Manager / Foreign Disclosure Representative to support the J5 Strategic Plans and Policy Directorate within United States Indo-Pacific Command (USINDOPACOM). The selected candidate will provide security management, foreign disclosure, and classified information protection support in a dynamic operational environment supporting joint, multinational, and strategic planning activities.
The Security Manager / Foreign Disclosure Representative will administer security and foreign disclosure functions related to classified information, personnel security, operational security, disclosure coordination, and compliance with Department of Defense (DoD) and national security policies. This position requires the ability to balance operational mission support with strict adherence to security, disclosure, safeguarding, and compliance requirements.
This is a high-visibility role requiring sound judgment, discretion, strong communication skills, and the ability to coordinate effectively with senior military leaders, government personnel, contractors, and international partners.

- Support day-to-day security operations involving classified programs, personnel, facilities, systems, and sensitive information.
- Administer personnel security actions including access requests, clearance verification, visit requests, indoctrinations, debriefings, incident reporting, and related security processing activities.
- Maintain compliance with applicable DoD, national security, and organizational security requirements governing classified information handling, safeguarding, storage, transmission, destruction, and accountability.
- Manage classified holdings, document control procedures, access controls, and controlled unclassified information processes.
- Conduct internal security reviews, compliance assessments, self-inspections, and corrective action tracking activities.
- Develop, maintain, and update security procedures, operating instructions, and local security guidance documentation.
- Provide security education, awareness, and training support to personnel and leadership.
- Coordinate with government security offices, leadership, contracting representatives, and external stakeholders regarding security compliance and program requirements.
- Support inquiries, incident response actions, and reporting related to security violations, compromises, or adverse security matters.
- Advise leadership regarding security risks, operational security considerations, insider threat awareness, and mission assurance practices.
- Support execution of foreign disclosure activities in accordance with National Disclosure Policy and applicable DoD foreign disclosure guidance.
- Review and process foreign disclosure requests involving classified military information, technical information, briefings, documents, visits, and multinational engagements.
- Analyze releasability considerations including classification guidance, disclosure limitations, export controls, originator control, and third-party transfer restrictions.
- Prepare recommendations and supporting documentation regarding approval, denial, limitation, or escalation of disclosure actions.
- Coordinate disclosure activities with operational staff, legal counsel, intelligence personnel, program offices, security personnel, and external agencies as required.
- Maintain records, logs, status trackers, and documentation supporting disclosure actions and security program activities.
- Support multinational exercises, operational engagements, and partner coordination activities by ensuring information release actions are properly reviewed and authorized.
- Provide guidance regarding disclosure timelines, release restrictions, export-controlled information, and disclosure compliance requirements.
- Monitor workflow and staffing actions to ensure timely completion of security and disclosure requirements.
- Prepare reports, metrics, briefings, and status updates regarding security posture, disclosure activities, compliance efforts, and operational risks.
- Promote a culture of security compliance, accountability, and mission support across the organization.

Qualifications
Required Qualifications
- Bachelor's degree in Security Management, Criminal Justice, International Relations, National Security, Business Administration, or related field.
- Current active TS/SCI security clearance.
- Minimum of five (5) years of combined experience supporting industrial security, personnel security, information security, operational security, or related security management functions.
- Minimum of one (1) year of foreign disclosure experience within the last three years.
- Demonstrated experience interpreting and applying DoD security regulations, foreign disclosure guidance, and classified information protection requirements.
- Experience using federal security systems and databases supporting personnel security and access management activities.
- Experience processing personnel security actions and maintaining compliance with classified information safeguarding requirements.
- Ability to manage multiple actions simultaneously and support operations in fast-paced environments.
- Strong written and verbal communication skills, including preparation of reports, memoranda, executive correspondence, and briefing materials.
- Experience coordinating with senior leaders and cross-functional stakeholders regarding sensitive security and disclosure matters.
- Proficiency with Microsoft Office applications including Word, Excel, Outlook, PowerPoint, and Teams.
- Ability to obtain and maintain required access and eligibility requirements for federal facilities.
- U.S. citizenship required.
- Must be legally authorized to work in the United States without employer sponsorship.
Preferred Qualifications
- Master's degree in Security Management, National Security, Intelligence Studies, or related field.
- Prior experience serving as a Facility Security Officer (FSO), Contractor Program Security Officer (CPSO), Security Manager, Special Security Representative, or Foreign Disclosure Representative.
- Experience supporting combatant commands, joint headquarters, multinational operations, or security cooperation activities.
- Experience supporting geographically dispersed organizations and operational teams.
- Completion of advanced foreign disclosure or security management training programs.
- Familiarity with National Disclosure Policy, export control regulations, releasability determinations, and disclosure coordination processes.
- Professional certifications related to information security, industrial security, cybersecurity, or security management.
- Experience supporting joint, coalition, or multinational operational environments.
- Demonstrated ability to exercise sound judgment in complex or sensitive operational situations.
