Raytheon is seeking an Associate Director of Requirements and Capabilities for Standard Missile -3 family of missiles within the Naval Power (NP) strategic business unit (SBU) and the Sub-Strategic Business Unit (SSBU) Shipboard Missiles (SBM).

The Associate Director will be responsible for supporting the Stand Missile - 3 (SM-3) family of weapons. The Associate Director is responsible for identifying and understanding the market needs for growth, working with existing customers and establishing new customers, developing strategies and deploying tactics to execute and meet the Naval Power strategic business unit and the Sub-Strategic Business Unit Shipboard Missiles long and short-term plans to support the US Navy and international partners. The Associate Director will directly interact with both the Missile Defense Agency and in particular the Aegis Based Defense in Dahlgren VA and any US Navy program office assigned partner responsibilities for SM-3 or the Aegis program to utilize SM-3. The Associate Director will represent Shipboard Missile equities in the capture activities for future surface missile developments.

The Associate Director reports to the Director, Requirements and Capabilities, Shipboard Missiles. This Associate Director supports the development of the SM-3 strategy, briefs leadership, and leads business development, opportunity shaping, proposal management and capture for the annual booking's plan. The Associate Director will participate in assessing customers' wants and needs, as well as bringing broad market knowledge to assist in identification and qualification of new business opportunities.

The Associate Director will lead the development of Senior Leader talking points, capability white papers, customer presentations, manage marketing materials consistent with Raytheon policy and Naval Power strategy and technology roadmaps for SM-3. The Associate Director will participate with other Raytheon Strategic Business units in strategy, briefings, white papers and marketing materials for the SM-3 or other future counter ballistic-missile pursuits.

The Associate Director will be the subject matter expert for MDA Ballistic Missile Defense systems and architectures for homeland defense or regional defense and will serve as the leader for all actions, opportunities and customers across the SM-3 enterprise.

What You Will Do
  • Formulate and lead competitive strategies to win pursuits: understand strategic environment, in particular, competitor strengths, weaknesses and strategies
  • Execute competitor intelligence gathering efforts to help Raytheon Technologies' businesses better understand and counter competitor actions
  • Coordinate growth strategy and customer engagements across Raytheon business units to support US DoD services and international partner requirements and capabilities
  • Manage import and export licenses, oversee sales intermediary relationships and understand trade agreements in support of international sales
  • Support the Naval Power (NP) Requirements and Capabilities team to identify and develop new business opportunities, and position new business resources to achieve NP growth
  • Be the SBM and customer representative across Raytheon to represent SBM equities and requirements with the Missile Defense Agency and in particular the Aegis Based Defense in Dahlgren VA. Shape opportunities to explain and promote Raytheon solutions
  • Build trust and sound relationships with customers and clearly articulate MDA/AB customer needs to SBM business leadership
  • Coordinate with the Naval Power Customer Account Manager for Japan as well as Japanese industry for co-development projects
  • Support development and marketing strategies to achieve business goals aligned with customer plans and programs
  • Manage budget for new business investments and align investments to technology roadmaps and customer requirements
  • Focus on the customer, understand strategic environment, threat capabilities, problems, priorities, limitations, and requirements, defense effector capabilities and capacity gaps. Create opportunities to help develop requirements
  • Develop and implement internal and external customer contact plans
  • Lead and support internal Raytheon Gate Reviews; conduct internal and external briefings
  • Collaborate with RTX Global Government Relations (GGR) at the Federal, State/Local on Public Policy in their advocation and development of new technologies and our solutions
  • Approximately 25% annual domestic and international travel for customer engagements and tradeshows


Qualifications You Must Have
  • Typically requires a University Degree or equivalent experience and minimum 12 years' experience working with Department of Defense, or an Advanced Degree and 10 years' experience
  • Experience with the Aegis Combat Management System, Integrated Battle Command System or Command and Control Battle Management System
  • Experience with design or operations of Integrated Air and Missile Defense sensors, effectors, operations and/or capabilities
  • 5 years of experience as a project or program manager
  • Experience compiling and presenting detailed briefings to senior leadership


Qualifications We Prefer
  • Experience with the US Military requirements development process and/or the Joint Capabilities Integration and Development System (JCIDS) and / or US Government Planning, Programming, Budget and/or Execution (PPBE) process
  • Former US Military Officer with experience operating shipboard missile systems
  • Command of a Ballistic Missile Defense capable US Navy unit afloat or shore
  • Experience with business generation, developing and framing business cases and influencing customer decision making
  • Acquisition experience with a government or industry program office especially Foreign Military Sales and / or direct commercial sales

The salary range for this role is 157,200 USD - 298,800 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
