The Opportunity:
CACI has an excellent opportunity for an experienced, self-directed, Program Finance Manager. This position is in support of the Department of Defense (DoD).
The Financial Analyst is an individual contributor supporting an assigned portfolio of projects and functions as an effective business partner to support the Program Manager and Program Management Office in providing financial support and analysis for planning, forecasting and decision making and overall delivery of financial commitments. Ability to effectively utilize corporate systems such as Deltek Costpoint, Cognos, Hyperion (CAPS), SmartView, etc. to obtain relevant financial data for analysis in support of program financial performance management.

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. Responsibilities:
The Program Financial Manager is responsible for all program financials, including assistance with review of cost, funding, labor charging, and all forecasting and internal reporting, more specifically:
- Leads and manages Program financial operations in accordance with customer financial processes, required analysis, and reporting requirements
- Reports all contractor and subcontractor labor hours required for performance of services provided under this contract
- Attends and participates in weekly technical status meetings to provide financial status of the program and projects
- Provides financial support and analysis for planning, forecasting, and decision-making and overall delivery of financial commitments
- Responsible for all program financials, including management and review of cost, funding, labor charging, all forecasting and internal reporting, and invoice preparation, review, and submission
- Develops and manages travel and purchasing processes and procedures to ensure requests follow prescribed Travel Authorization Request (TAR) and Request to Initiate Purchase (RIP) processes, including quality control checks
- Supports the development of annual operating plans and forecasts and supports monthly, quarterly, and annual updates
- Develops financial controls, procedures, systems, and forecasting techniques to evaluate contract/program status and ensure compliance with Government and customer requirements
- Prepares and monitors progress of program EAC's and cost performance against plans to ensure contractual cost obligations are met
- Analyzes costs by CLIN and SLIN, makes recommendations regarding cost savings, and develops accurate and timely monthly performance reports
- Contributes to development and/or maintenance of Contract deliverable deliverables
- Possesses and applies comprehensive knowledge on multiple complex work assignments
- Manages & mentors other finance personnel
- Establishes goals and plans that meet project objectives
- Possesses comprehensive domain and technical knowledge
Qualifications:
Required:
- Bachelor's degree in Finance, Accounting, Business or a related discipline, plus minimum of 10 years of related experience.
- Active Top Secret Clearance, SCI Eligible
- Demonstrates mastery of financial operations and analysis preferably within DoD and Army environments, with particular emphasis on complex program financials and reporting requirements.
- Possesses comprehensive knowledge of cost analysis, forecasting, and financial control systems, ensuring compliance with government and customer requirements across multiple projects.
- Exhibits strategic expertise in financial planning, decision-making support, and performance monitoring for large-scale government contracts.
- Showcases advanced proficiency in developing and managing travel and purchasing processes, as well as creating sophisticated financial reports.
- Excels at mentoring finance personnel and establishing project goals and objectives across diverse assignments.
- Applies technical expertise to high-impact financial tasks, contributing to critical program deliverables and optimizing cost-saving strategies
- Experienced in working collaboratively with cross-functional teams
Desired:
- Intermediate MS Excel skills such as pivot tables, filters, sumifs and vlookups to work with large data sets to perform analysis and monthly manual spreadsheet report in support of monthly invoice.
