Job Description
The Senior Program Manager (PM) leads execution of programs supporting Advanced Amphibious Assault capabilities for the U.S. Marine Corps. This role is responsible for delivering complex engineering, integration, and fielding efforts that enhance operational readiness and mission effectiveness in expeditionary environments.

Responsibilities
The PM ensures all program objectives are met across cost, schedule, and performance while maintaining strong Government relationships and enforcing disciplined financial and operational management.
Program Leadership & Execution:
- Serve as primary interface to Government stakeholders (KO, COR, PMs, and operational leads).
- Lead all aspects of program execution across engineering, integration, testing, and deployment.
- Manage cost, schedule, performance, and risk across a large, complex program.
- Develop and maintain integrated program plans, schedules, and performance metrics.
- Ensure alignment across cross-functional teams, fielding activities, and subcontractors.
Customer Engagement:
- Lead program reviews, readiness events, and executive briefings.
- Maintain strong, trusted relationships with Marine Corps and DoD stakeholders.
- Provide clear, data-driven updates on program performance and risks.
- Ensure rapid response to Government inquiries and evolving mission needs.
Financial Management & Invoicing (Critical):
- Maintain full responsibility for program financial performance, including forecasting and burn rate.
- Ensure accurate, timely invoicing in WAWF/PIEE in accordance with contract requirements.
- Manage and report monthly spend by CLIN/SLIN/ACRN, ensuring proper funding alignment.
- Maintain real-time visibility into obligations, expenditures, and remaining balances.
- Ensure consistency across eCRAFT, invoices, and internal financial reporting.
- Identify and resolve funding or billing discrepancies proactively.
Technical & Operational Oversight:
- Oversee delivery of integrated capabilities including:
- Platform and systems engineering.
- Integration with vehicle, communications, and mission systems.
- Test and evaluation (lab, field, and operational environments).
- Deployment, sustainment, and lifecycle support.
- Ensure compliance with DoD cybersecurity, safety, and engineering standards.
- Drive continuous improvement in integration, testing, and fielding processes.
Team & Resource Management:
- Lead and manage program staff, technical leads, and subcontractors.
- Ensure appropriate staffing, qualifications, and performance across all teams.
- Foster a culture of accountability, execution discipline, and mission focus.
- Oversee subcontractor performance and integration.
Quality, Compliance & Risk Management:
- Ensure adherence to contract requirements, quality standards, and audit readiness.
- Maintain strong CPARS performance through consistent delivery and customer satisfaction.
- Identify, assess, and mitigate program risks across technical and operational domains.
- Ensure compliance with security, clearance, and regulatory requirements.
Qualifications
- An interim Secret clearance is the minimum requirement, an active DoD Secret is highly desired.
- Bachelor's degree required; PMP preferred.
- 12+ years of program management experience supporting DoD programs.
- Experience managing large-scale engineering, integration, or fielding programs.
- Strong experience with invoicing and financial management at the CLIN/SLIN/ACRN level.
- Familiarity with WAWF/PIEE, eCRAFT, and DoD financial processes.
- Experience supporting ground vehicle, amphibious, or C5ISR systems (preferred).
