Job Description
Duties
1. Serves as an alternate Special Security Representatives (SSRs) in managing the Physical Security Program for the main complex Sensitive Compartmented Information Facility (SCIF), multiple geographically separated satellite SCIFs, and collateral classified area facilities under NASICs cognizance.
2. Provides management oversight of the intrusion detection system (IDS), the access control system (ACS) and closed circuit television (CCTV)
3. Serves as alternate Antiterrorism Representative (ATR) and works with Antiterrorism program manager to implement assigned random antiterrorism measures (RAMs) and Force Protection Conditions (FPCONs) in concert with applicable installation and local Integrated Defense and Antiterrorism plans.
4. Researches and utilizes knowledge of commonly applied concepts, principles and practices to help develop and issue written procedures and policies in the form of supplemental guidance, operating instructions/ procedures, and plans and directives relative to NASIC facilities and security programs.

This is a GG-7 Target 11 position, in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-07/09 duties for the "Professional" work category are at the "Entry/Developmental" work level & are equivalent to those at the GS-7/9 level. The selectee's salary will be set within the 07 or 09 grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of security concepts, principles, and practices to review, analyze, & resolve moderately complex security problems to manage/implement the NASIC Physical Security Program.
2. Knowledge of DoD and Air Force antiterrorism and force protection doctrine, policies, and instructions to coordinate objectives and develop plans for interrelated security programs.
3. Knowledge of security program relationships to make recommendations allowing for differing program requirements, and multiple security objectives; and knowledge of the required security training concepts, programs, procedures, and practices to assist managers in establishing and operating internal security programs.
4. Knowledge of the intelligence enterprise to support and promote industrial and physical security strategies.
5. Skill in gathering, assembling, and analyzing facts; drawing conclusions; devising solutions to problems; identifying changes and trends; and preparing and presenting information to leadership; and ability to prioritize and recommend resourcing strategies for the correction or mitigation of AT vulnerabilities impacting NASIC.
6. Ability to assist evaluation teams in developing realistic and relevant scenarios to exercise and validate the AT program; ability to communicate orally and in writing, clearly, concisely, and accurately; and to establish effective professional working relationships with coworkers, counterparts, and customers to create and maintain a cooperative work environment and successfully accomplish the mission.
CONDITIONS OF EMPLOYMENT CONT'D:
1. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
3. Department of Defense Physical Security Certification (PSC) is required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AAA or their delegated security career field representative. This certification requirement only applies to employees hired onto this position on or after 14 Mar 2016. Incumbent/employees assigned on or before 13 Mar 2016 are not required to obtain the DoD certification(s) listed above.
4. The work performed in this position is primarily performed in an office environment setting and, in some classroom, and conference room areas where there is normally adequate lighting, heating and ventilation. Work is performed primarily while sitting, however, some walking, standing, bending, and lifting of light objects is required. The incumbent must possess tact, professionalism and sensitivity while working personnel security issues with all ranks/grades of military, civilian, and contractor personnel.
5. At times work will involve climbing ladders, crawling in small/tight spaces, etc., This position requires the incumbent to climb up and/or down to inspect and respond to sensors within port holes, underground in tunnels, above ceilings, in crawl spaces, and on roofs that require the physical ability to do such.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
