Job Description
ARS has an immediate opening for a Senior Test and Evaluation Manager who will be primarily responsible for supporting AFLCMC/RSO at Wright Patterson AFB, OH.
RSO’s mission is to advance the SECAF’s direction and leverage mature, new, and emerging technology to reduce sustainment costs and improve readiness. The RSO will play a role in sustainment analogous to a research laboratory in development. Its customer base—the logistics and sustainment enterprise—should come to view RSO as their center of excellence for identifying, maturing, and transitioning technologies with traceable and measurable readiness impacts, cost reductions, and ease of use.

Responsibilities include:
- Advise the Chief of Test/Deputy Chief of TestonallT&E activities.
- Assistin developing/documentingT&E strategy that integrates policy, program requirements, cost & resource estimates, evaluation framework, andT&E schedule toaccomplishprogram goals.
- Coordinate the planning, management, and oversight ofDT&E activities andmaintainoversight of Contractor and Participating Test OrganizationT&E activities supporting the program.
- Advise the PM ontest issues, and help the PM maketechnically informed, objectivedecisionsaboutsystem contractor DT&E results.
- Be responsible for issues regarding primeT&E,such asidentifying test scope and resource requirements; planning and conductingDT&E; supportingOT andOT readiness; planning, coordinating, and supporting TIMs, FTRWG, and TPWG; and planning, writing, and coordinating test documents such asTEMPs.
- Use automated or manual testing procedures to assess the functionality of and applicationswhile ensuring meets quality standards according to client requirements or company policies
- Provide support for planning, coordination, and execution of theITTand the Contractor shall obtain and provide status ofT&E projects to senior leadership asrequired.
- Provide support for strategictest resource planning,to include, but not limited to, developmental andOT resources for known and potential futuretest programs.
- Assistin execution of the Test Resource Planning Council (TRPC) process and coordinate and support the documentation of TRPC decisions.
- Provide advisory, documentation, and coordinationassistancefor the development of responses to higher headquartersinquires,public affairs requests, and inputs to annual reports such as OSD annual reports.
- Train and mentor other organizationtestmanagers in testing techniques, policies, and proceduresand work withinrequired IPT’sto develop that supports stated requirements.
- Other duties as assigned.
Qualifications/ Technical Experience Requirements:
- Must be a US citizen
- Secret clearance or ability to obtain a secret
- Master’s degree and ten years of experience or
- Bachelor’s degree and twelve additional years of experience may be substituted
- Fiftenn years of directly related field
- Have experience in identifying and developing mitigation for T&E risk factors
- Be able to translate requirements to support T&E planning efforts
- Be familiar with all T&E policies, practices, procedures
- Have experience in T&E management (e.g., T&E IPT, Integrated Test Team, etc.)
- Have experience in writing/translating test documents such as TEMP, developmental test plans, and OT plans
Education and Years of Experience:
- Master’s degree and ten years of experience or
- Bachelor’s degree and twelve additional years of experience may be substituted
