Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. For the GS-11: One year of specialized experience which includes five (5) or more of the following; (1) performing engineering duties in support of construction activities, (2) providing administrative and technical support, (3) interpreting drawings, plans, and specifications, (4) preparing and negotiating government contracts and modifications, (5) compiling andanalyzing documents and reports such as cost estimates, scopes of work, negotiation memoranda, contract modifications, and a variety of recurring reports, and (6) applying regulations, policies and procedures related to construction engineering practices. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Additional information
- Performs cost estimates, funding actions, construction progress reports, requests for contract modifications, reviewing contractors' submittals such as working schedules, disputes evaluation and coordinating field activities .
- Reviews plans and specifications and determines accuracy of requirements in terms of materials and equipment, their current costs, and time schedules.
- Analyzes contractor progress schedules to verify the need for time extensions to critical path activities related to modifications.
- Conducts negotiations with contractors; primarily presidents, vice presidents and major suppliers which entails the responsibility for a decision rendered on behalf of the Government.
- Advises field personnel and engineers on requirements for contract modifications.
- Orients contractors' representatives in procedural requirements for contract modifications.
- Evaluates contractor disputes through schedule analysis and contract interpretation then drafts related findings of fact in concert with Office of Counsel for the Contracting Officer to issue a decision.
