Job Description

Duties

DUTY 1: Directs and manages mission operations conducted within the Integrated Discovery Center (IDC) consisting of the Access Discovery Division, Target Discovery Division, and Technology Discovery Division.

DUTY 2: Orchestrates SIGDEV operations within the organization and ADF-C, and directs customer outreach forums related to mission operations. Directs all new and unusual technical SIGDEV operations within the organization while collaborating with entities within the ADF-C to ensure proper targeting, resource prioritization, and allocation.

DUTY 3: Directs a multitude of development activities across the IDC and the IC. Provides technical leadership and guidance for a wide variety of discovery efforts in three divisions with distinct SIGINT missions.

DUTY 4: Administers and manages division policy, personnel, and training. Effectively manages and administers division resources to achieve mission objectives.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include knowledge of a wide range of concepts, principles, and practices in a professional or administrative occupation, such as would be gained through extended experience and skill in applying this knowledge to difficult and complex work assignments; and/or a comprehensive, intensive, practical knowledge of a technical field and skill in applying this knowledge to the development of new methods, approaches, or procedures. Incumbent must demonstrate comprehensive knowledge of planning and programming processes and of the various command entities involved in overall planning and execution of operations and evaluations; and in designing and conducting comprehensive studies, and developing solutions to broad, important, and mission-critical command operational and contingency areas which impact major national security programs. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of AF and National Agency program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events, and the relationships of the various command entities involved in the overall program planning and execution of military operations and evaluations.
  • Knowledge of collection, processing, and forwarding systems and architecture; and target, analytic, and reporting requirements. Knowledge of technical guides and publications, workloads, and priorities; and skill in applying facts and estimates to solve problems for area of expertise.
  • Knowledge of specialized intelligence process techniques and sources, SIGINT development, associated computer systems planning, and database management for intelligence systems.
  • Knowledge of resource planning procedures and regulations to complete a variety of program and requirement related tasks. Knowledge of security practices and procedures for the protection of classified material and skill in handling classified data in accordance with established DoD procedures.
  • Ability to quickly assimilate disparate data and render knowledgeable and accurate assessments of the implications of such data; to make decisions, estimates, and recommendations under conditions of urgency and pressure based on mature judgment, experience and recognized professional standing; and to present and argue for a position effectively.
  • Ability to communicate effectively, both orally and in writing.

  • CONDITIONS OF EMPLOYMENT CONT.
    • Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
    • Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
