Supervisory General Engineer

Duties

• Provides technical advice on criteria, concepts and standards for the maintenance, repair and construction of all types of facilities to MACOM, ACofS Engineer staff and DPWs.
• Performs technical and administrative review to ensure that development, processing, review, submission, and administrative control in accordance with regulatory and statutory constraints and limitations and established internal policy
• Provides staff guidance and assistance on construction inspection aspects of the safety program as outlined in directives, circulars, memoranda, and letters of instruction from higher headquarters
• Serves as the 1st line supervisor, provides technical and administrative supervision to employees of the Division.
• Serves as the Contracting Officer Representative (COR) for all construction contracts administered by CSB with responsibility for review and approval of shop drawings and material samples, catalog cuts, certificates, etc., s
• Reviews project drawings for compliance with regulations, criteria, master plans, and ensures projects provide complete and usable facilities.
• Provides technical guidance and directs inspection activities for 8A construction projects to ensure quality, adequacy, safety, and schedule compliance.
• Maintains coordination and liaison with DPW, command engineers, agency representatives, and USACE-FED.
• Plans, schedules, and directs training programs for Engineering Plans and Services designers, construction inspectors, and Directorate of Public Works shop personnel
• Represents the Group and Division in conferences on construction quality management, pre-construction, contract modifications, funding, and construction issues.
• This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations, the incumbent is required to report to work or remain at work as scheduled to support mission operation
• This position requires that the incumbent must be able to obtain and maintain a USFK Driver's license.

If you have returned from OCONUS within the past two (2) years or less, your time previously served in the OCONUS area will be credited to your five (5) year overseas rotation upon accepting this assignment.

Individual Occupational Requirements

Basic Requirements:

Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

Combination of education and experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

2. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.

3. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Specialized Experience: One year of specialized experience which includes: (1) planning, scheduling, and directing the work of engineers on a variety of engineering design, maintenance, repair, and construction projects; (2) developing both short-term operational work plans and long-term capital improvement plans to meet organizational goals, specifically incorporating complex engineering design phases into project lifecycles; (3) evaluating engineering operations and reviewing design specifications through site inspections and the analysis of technical reports to ensure quality assurance and compliance; and (4) performing all facets of personnel management, including recruitment, hiring, identifying training needs, and conducting performance evaluations for a technical workforce.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

• Direct deposit of pay is required.
• U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement.
• Locality pay does not apply in the overseas area.
