Business Development / Capture Manager
Federal Programs
Insight Global is seeking an experienced Business Development / Capture Manager to support the growth and expansion of a key federal client portfolio. This role is ideal for a proven federal BD professional who brings established customer relationships, understands the capture lifecycle, and can quickly drive new business as a prime contractor.
This is a senior, hands‑on role responsible for business growth, capture execution, and contract performance oversight, working closely with federal customers, partners, and internal leadership.
Key Responsibilities
-Own profit and loss (P&L) accountability for prime contracts, including cost, schedule, performance, and subcontractor management.
-Lead contract administration efforts as the prime contractor, ensuring compliance with all contractual, regulatory, and customer requirements.
-Manage customer‑site contractors and company representatives supporting Texas‑based operations.
-Develop and execute project and field operations plans to ensure successful contract delivery.
-Drive project performance by identifying risks, implementing corrective actions, and ensuring client satisfaction.
-Interpret and execute Statements of Work (SOW), Performance Work Statements (PWS), task orders, safety plans, and related operational documentation.
-Establish, implement, and enforce internal policies and procedures in alignment with corporate standards and applicable laws and regulations.
-Provide leadership, direction, and oversight to project managers, field staff, and subcontractors to ensure safe, efficient, and effective contract execution.
-Support personnel development, performance management, recognition programs, fiscal controls, and ROI objectives.
-Lead new business development and capture efforts with an annual revenue target of $1M+, leveraging existing federal customer relationships.
-Manage and negotiate NDAs, Teaming Agreements, Subcontractor Agreements, and Consulting Agreements.
Required Qualifications
-Bachelor’s degree preferred (or equivalent relevant experience); advanced degree a plus but not required.
-Proven experience in federal business development and/or capture management.
-Demonstrated ability to bring an existing network of federal customers and partners and generate new opportunities quickly.
-Experience operating as a prime contractor, including subcontractor and partner management.
-Strong understanding of federal contracting processes and compliance requirements.
-Ability to pass a government background investigation.
-PMP or other relevant certifications are a plus.
Compensation
Base salary range: $140,000 – $200,000 per year, depending on experience.
Compensation may include performance‑based incentives tied to business development and capture success.
