Job Description

Duties

  • Provides intelligence support, technical expertise, and directs the activities of the J3X Sensitive Activities Division, to serve as USSOCOM's principle intelligence specialist for evaluation and development of worldwide non-traditional methodologies.
  • Exercises supervisory managerial responsibilities for SPARTAN GAMBIT on all aspects pertaining to global Unconventional Warfare, Intelligence and Intelligence related activities.
  • Represents USSOCOM and Command sensitive activity equities in staffing, coordinating and gaining approval of specified Unconventional Warfare, Intelligence and Intelligence Related activities with Principal U.S. Government members.
  • Serves as the architect and developer of strategic Sensitive Activities efforts.
  • Incumbent is responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmatic view point to ensure overall information protection requirements meet mission requirements.

    Qualifications

    This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the " Management/Supervision " work category are at the " Expert " work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

    In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions for series 0132.

    EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Objectives are broadly defined by the Director of Intelligence. Incumbent exercises a high degree of originality, latitude and sound, independent judgment in formulating and executing policies, supervising operations, carrying out and evaluating programs, recommending conclusions on broad questions, and developing procedures and systems to accomplish mission objectives. NOTE: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of Special Operations Forces (SOF) Unconventional Warfare and Intelligence Community (IC) related missions and objectives
  • Knowledge of the SOF unique IC mission planning, tradecraft, analysis/research, database manipulation, and clandestine methods, techniques and procedures
  • Comprehensive knowledge of US IC compartmented operations, HUMINT, SIGINT, and operational capabilities to support Intelligence collection, analysis, production, targeting and mission planning
  • Knowledge of the DoD Planning, Programming, Budgeting and Execution System (PPBES) to support Unconventional Warfare and SOF IC activities
  • Skill to serve as a contracting officer's technical representative (COTR); to include, writing purchase requests, and statements of work (SOW), Independent Government Cost Estimates (IGCE) experience. Current COR certification desired.
  • Ability to expertly research, analyze, and communicate, as well as broad experience in planning and coordination with the elements of the Joint Staff, Services, Intelligence Community, Office of the Secretary of Defense, and Congress.
  • OTHER SIGNIFICANT FACTS:
    • Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
    • Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
    • This is a Centrally Managed position. Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement.

    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.

    This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS. This position is in the Excepted Service.
