Job Description

Duties

As a PROGRAM ANALYST (TITLE 32), GS-0343-7/9, you will establish supply discipline as regulatory guidance; standardize supply discipline requirements; provide responsible personnel with a single listing of supply policy requirements; make the ARNG more efficient with respect to time spent monitoring subordinates' actions; eliminate repeat findings of noncompliance with policy; serve as a monitor for the Command Supply Discipline Program (CSDP) management controls.

Major Duties - This is NOT an all-inclusive list:
  • Develop sampling plans and procedures for validating unit/activity accountability and inventory certifications.
  • Independently evaluates the effectiveness of substantive unit programs and processes in meeting their established goals and objectives.
  • Analyze evaluation results on both a quantitative and qualitative basis to provide concise and objective information to identify accountability strengths and weaknesses.
  • Evaluate unit and organizational effectiveness.
  • Develop and administer a system of reviews, management controls, evaluations, and checklists designed to ensure conformance with law and regulations.
  • Plan, coordinate, and carry out the successive steps in fact-finding and analysis of issues necessary to complete each phase of assigned projects.
  • Collectively evaluates management effectiveness of property management functions and informing management of their programs.
  • Coordinates and/or conducts management studies of organization, staffing, work measurement, methods, or procedures.
  • Applies statistical analysis techniques to measure progress, efficiency, and trends impacting the readiness of the organization and the effectiveness of management controls regarding logistics discipline to meet organizational goals and objectives.
  • Develops cost analysis of financial impact regarding accountability, equipment and supply damage, adequacy of storage, physical security and loss of federal supplies and equipment.

  • This is an excepted service position that requires membership in the Illinois National Guard and in the military grade listed in the announcement. This is required prior to the effective date of placement. If you are not sure you are eligible for military membership, please contact a National Guard recruiter prior to applying for this position.
  • Selectee will be required to wear a military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a trial period.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • IAW The Fair Chance Act, Agency employees may not request criminal history information at the point of initial application, upon receipt of an application, or prior to, during or after a job interview. If an Optional Form (OF) 306, Declaration of Employment is submitted prior to the point of a conditional offer, questions related to background information section may not be asked.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • Extensive travel is required to perform duties throughout the state.
  • Proficient in logistics standard army management information system (STAMIS).
  • Participation in direct deposit is mandatory.
  • PCS expenses may be authorized.

Qualifications

AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence,
  • The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.
  • The SECOND area of consideration will be all current Federal Employees.
  • The THIRD area of consideration will be all Federal re-employment eligible.
  • The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership.
  • The FIFTH area of consideration will be all U.S. Citizens.

Military Grades: Enlisted only - E7-E8

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

SPECIALIZED EXPERIENCE : GS-9 Level MUST possess at least 1-year equivalent to the next lower grade level of GS-7: experience, education, or training which has provided application of practices, theories, techniques, and methods of management; experience analyzing, interpreting, and developing policies and procedures of local management. GS-7 Level MUST possess at least 1-year equivalent to the next lower grade level of GS-5: experience, education, or training in administrative, professional, investigative, technical, or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes, and principles of management; knowledge of the National Guard organizational structures, functions, procedures, and techniques; experience using computer and automation systems.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

If you are using Education to qualify for this position, to qualify for a GS-7 you MUST possess 1 full year of graduate level education or superior academic achievement. To qualify for a GS-9, you MUST possess master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
