The War Data Platform (WDP) is a key initiative within the U.S. Department of War's (DoW) AI-First strategy introduced in early 2026. The WDP separates business and financial data from operational warfighting data, aiming to accelerate the deployment of artificial intelligence (AI) on the battlefield. The WDP extends to Unclassified, Secret, and Top Secret environments, and supports collaboration between Combatant Commands, Joint Staff directorates, Senior Executive Service leaders, and operational analysts.

• The Human Resources Specialist supports workforce administration, personnel documentation, and transition coordination activities across the WDP Core Integration Task Order, ensuring that staffing records, onboarding and offboarding documentation, and personnel tracking workflows remain accurate, audit-ready, and aligned to program execution requirements. In this role, the specialist provides timely and organized workforce documentation that enables program leadership to maintain visibility, continuity, and disciplined execution throughout the Task Order lifecycle.
• Supports workforce administration and documentation activities aligned with Task Order execution and transition requirements.
• Assists with preparation of staffing inputs for Task Order Kick-Off Meetings, including personnel rosters, role descriptions, and communication lines.
• Maintains personnel tracking records supporting Monthly Status Reports, documenting staffing changes and workforce status.
• Supports coordination of Transition-In and Transition-Out personnel documentation, including onboarding and offboarding records, personnel assignments, and transition schedules.
• Organizes workforce records and supporting documentation within controlled repositories to support audit readiness and traceability.
• Coordinates onboarding and offboarding documentation activities aligned with approved transition plans and execution schedules.
• Supports program leadership by providing timely, accurate workforce documentation supporting visibility, continuity, and disciplined execution.
• Performs other duties as assigned.
Required Skills
• Current Secret security clearance.
• 3 or more years of progressive experience in human resources administration, workforce management, or a closely related discipline, with demonstrated experience supporting personnel documentation and staffing coordination in a federal contracting or defense program environment.
• Demonstrated experience maintaining personnel tracking records, staffing rosters, and workforce status documentation in support of Government-facing program reports, including Monthly Status Reports and Kick-Off Meeting packages.
• Experience supporting Transition-In and Transition-Out personnel activities, including management of onboarding and offboarding documentation, personnel assignment records, and transition schedule coordination aligned to approved program plans.
• Proven ability to organize and maintain workforce records and supporting documentation within controlled repositories, including demonstrated experience enforcing version control, access controls, and retention practices that support audit readiness and traceability.
• Demonstrated proficiency coordinating across program leadership, security personnel, and functional team leads to support timely personnel onboarding, access provisioning, and clearance verification activities within established transition timelines.
• Strong problem-solving and decision-making capabilities, with a proven ability to weigh the relative costs and benefits of potential actions and identify the most appropriate solution.
• Highly developed interpersonal and oral/written communication skills, with the ability to effectively and professionally interact with a diverse set of stakeholders (from peers to end-users to executive management).
Desired Skills
• Familiarity with security clearance verification and personnel security submission processes, including working knowledge of the coordination activities required to verify active clearance levels, initiate SCI nominations, and support Common Access Card issuance and network provisioning workflows within a classified federal program environment.
• Experience supporting HR administration activities within a Scaled Agile Framework (SAFe), DevSecOps, or Agile delivery program, including demonstrated ability to align staffing documentation workflows with sprint-based delivery cadences, Program Increment planning cycles, and program reporting schedules.
• Proficiency with document management and collaboration platforms such as SharePoint Online and Confluence, including demonstrated experience maintaining structured personnel record repositories, enforcing naming conventions and metadata standards, and producing workforce status dashboards accessible to program management and Government oversight personnel.
• Familiarity with federal contracting workforce compliance requirements, including experience supporting staffing plan submissions, labor category documentation, and personnel roster updates in alignment with Task Order PWS obligations and Contracting Officer Representative reporting cycles.
