The Senior Program Manager (PM) leads the execution of U.S. Marine Corps (USMC) Enterprise IT modernization initiatives in support of Naval Information Warfare Center Atlantic (NIWC Atlantic). This role is accountable for delivering high-quality C5ISR and enterprise IT solutions, including cloud modernization and data analytics capabilities, on schedule and within budget. The PM ensures operational excellence through disciplined financial management while fostering strong customer relationships and stakeholder alignment across all levels of the organization. Responsibilities
- Manages multiple and/or large programs to ensure that implementation and prescribed activities are carried out in accordance with specified objectives.
- Manages the work activities for multiple programs to ensure satisfying delivery.
- Manages the planning, scope definition, design, execution, and delivery.
- Serve as primary interface to Government (KO, COR, PMs) and lead all program execution activities
- Manage cost, schedule, performance, and risk across a large CPFF contract
- Develop and maintain program plans, schedules, and status reporting
- Lead program reviews, customer engagements, and executive briefings
Financial Management & Invoicing (Critical):
- Ensure accurate, timely invoicing in WAWF/PIEE aligned with contract requirements
- Manage and report monthly spend by CLIN/SLIN/ACRN, proper ensuring funding alignment
- Maintain real-time visibility into burn rate, obligations, and remaining balances
- Ensure consistency across eCRAFT, invoices, and internal financial reporting
- Identify and resolve funding or billing discrepancies proactively
Technical & Operational Oversight:
- Oversee delivery of cloud (AWS/Azure), FinOps, and enterprise IT services
- Ensure compliance with DoD cybersecurity, RMF, and cloud standards
- Drive continuous improvement, automation, and service optimization
Team & Compliance:
- Lead and manage program staff and subcontractors
- Ensure personnel meet clearance, certification, and performance requirements
- Maintain high standards for quality, audit readiness, and CPARS performance
Qualifications
- 10+ years of program management experience supporting DoD/Navy programs
- Experience managing large CPFF contracts ($40M+)
- Strong experience with invoicing and financial management at the CLIN/SLIN/ACRN level
- Familiarity with WAWF/PIEE, eCRAFT, and DoD financial processes
- Experience with cloud or enterprise IT programs
- Bachelor's degree required; PMP preferred
- Active Secret clearance required
