Position Overview
We are seeking a TS-cleared Senior Telecommunications Technician to provide support to our customer. This role provides telecommunications systems engineering, design, deployment, and O&M support for critical communication systems. This position is expected to be 100% on site at a government facility located in Bluemont, VA.
Responsibilities
• Provides technical contribution to plans, procedures, and checklists to ensure the operational readiness of mission equipment and personnel.
• Coordinates the deployment, placement, installation, integration, operation, maintenance of a large variety of wide and narrow band radio frequency systems, with their associated ancillary equipment (antenna, remote control computers, adaptive bandwidth multiplexers, modems, and fiber optic transmission systems) at strategic and tactical locations. These systems include, but are not limited to, High Frequency (HF); Line-of-Site; Satellite Communications; Ultra-High Frequency (UHF); Very High Frequency (VHF); trunking and conventional radios; and analog and digital video systems.
• Performs integration and evaluation of off-the-shelf and prototype radio frequency systems and sub-systems voice, data, and video telecommunications equipment and tests for compatibility with customer standard systems.
• Provides technical input to engineers, technicians, specialists, and non-technical government and non-government personnel at meetings or conferences concerning voice, data, and video telecommunications systems, system integration, deployment, installation, upgrade, modification, and operation. Evaluates system performance against mission requirements and recommends equipment acquisitions, modifications, and configuration changes.
• Prepares, reviews, refines, coordinates, and translates requirements into language that can be used in the contracting and acquisition process (decision papers, white papers, Statements of Work, acquisition and procurement budgets and contracts).
• Reviews and analyzes test data, makes technical judgments, and prepares decisions and recommendations concerning quality, acceptability, and need for changes and improvements.
• Implements approved projects and contracts, by planning the installation phase in terms of timing, Statements of Work, staff levels', test and evaluation criteria, and acceptance.
• Performs monitoring, testing, alignment, and fault isolation of voice, data, and video telecommunications circuits, systems, and equipment using state of the art test and diagnostic equipment and performs equipment repair to the lowest replaceable unit.
• Initiates and coordinates with the customer, other government agencies, and non-government personnel in the restoration of voice, data, and video telecommunications circuits.
• Provides input on the programs' technical areas related to national security and crisis command and control programs.
Qualifications
• 5-10 years of relevant experience
• Bachelor of Science in Science, Information Technology, Engineering or Mathematics (preferred).
• This is a National Security/Special Sensitive-designated position requiring a Top-Secret security clearance. The contractor must be capable of obtaining and maintaining a Top-Secret security clearance with SCI access.
• Knowledge of a wide range of communications concepts, principles, and practices or in-depth knowledge in a particular functional area of telecommunications (transmission media, data transfer, ground to ground radio, switching systems, or other very specific aspects of telecommunications) to accomplish work processes through the use of telecommunications devices, methods, services, and facilities. It is also used to review, analyze, and resolve difficult and complex telecommunications problems.
• Knowledge of electrical power and grounding requirements for telecommunications systems and associated peripheral equipment and troubleshooting interference problems associated with mobile voice, data, and video telecommunications systems.
• Knowledge of radio frequency communications systems, circuit requirements, systems installation criteria and standards.
• Knowledge of either a broad range or in-depth specialized knowledge of some or all of telecommunications operating techniques, digital and analog communications requirements, to including video, local and wide area networking, and procedures used by Federal and industry organizations.
• Knowledge of agency policy and practices and knowledge of sources of technical data necessary to evaluate alternative approaches for satisfying communications requirements. This knowledge is used to define, coordinate, plan, and satisfy user requirements for telecommunications equipment, systems, or services, or is used in reviewing, developing, or interpreting communications policies and procedures.
• Ability to provide technical input to engineers, technicians, specialist, and non-technical government and civilian personnel at meetings or conferences concerning voice, data, and video telecommunication systems, systems installation, integration, equipment upgrades, design, modification, and maintenance.
• Knowledge of Joint Requirements and Integration Management System documentation, such as capability analysis report, analysis of alternatives, mission needs statements, operational requirements documents, CONOPS.
• Knowledge of systems engineering lifecycle and associated acquisition documentation, such as Lifecycle Cost Estimates (LCCEs), Business Impact Analysis (BIA), Statements of Work, and Market Research Reports.
• The contractor must be able to lift weights up to 45 pounds and be physically capable of performing all tasks and duties characteristic of the position.
