The Operational Medicine Information System-Army (OMIS-A) team is seeking an experienced and dynamic Contract Program Manager to lead and oversee all aspects of contract execution, program delivery, and client engagement. The Program Manager will serve as the primary point of contact for the client, ensuring successful delivery of technical, administrative, and operational support in accordance with the Performance Work Statement (PWS) and contract requirements.
Key Responsibilities:
• Serve as the primary interface between OMIS-A leadership, government clients, and contractor staff.
• Oversee all aspects of contract performance, including cost, schedule, and technical deliverables.
• Lead multidisciplinary teams in the execution of Agile IT development, production engineering, information assurance, and fielding/training of systems to Army units.
• Ensure compliance with all contract requirements, government regulations, and quality standards.
• Develop and maintain project management plans, status reports, and risk management strategies.
• Coordinate and facilitate regular status meetings, briefings, and program reviews with government stakeholders.
• Manage staffing, personnel actions, and key personnel transitions in accordance with contract requirements.
• Support proposal development, contract modifications, and business development initiatives as needed.
Required Qualifications:
• Bachelor's degree in related field, or equivalent experience
• 7+ years of experience in program or project management, (DoD/Army experience strongly preferred).
• Demonstrated experience leading multidisciplinary teams in a government contracting environment.
• Strong knowledge of Agile methodologies, IT systems, and DoD acquisition processes.
• Excellent communication, leadership, and client relationship management skills. • Proven ability to manage budgets, schedules, and deliverables in a dynamic environment.
• US Citizen with Active DoD Secret clearance
• PMP or similar certification preferred.
Desired Qualifications:
• Experience with Army medical IT systems or operational medicine programs. • Prior experience with OMIS-A, MC4, JOMIS, or similar programs.
• Advanced degree or additional certifications in program management or related fields.
