UNIT DESCRIPTION

The mission of TSDU is to analyze, design, and develop instructionally sound and engaging learning materials to ensure effective learning in the FBI and its law enforcement partners. The TSDU collaborates with various units across the FBI to create training which includes live and virtual classroom instruction, eLearning, and blended learning.
In addition to developing training, TSDU assists other training developers throughout the FBI through consultations in areas such as instructional design, development of training materials, and training specific multimedia development. TSDU is also responsible for final functionality testing and quality assurance of most eLearning courses
prior to their launch on the Virtual Academy (VA). TSDU also manages the Mandatory Training Program which is responsible for the governance, oversight, and compliance of approved mandatory training across the organization. TSDU also includes TD's Training Officer, who is responsible for training coordination for the TD and functions as the VA Registrar.

MAJOR DUTIES

GS 12
  • Discusses educational methods and techniques used in instruction with instructors and their supervisors.
  • Serves as an advisor to instructors and supervisors to answers questions on course materials and presentations.
  • Evaluates existing training and test materials for applicability to course objectives and adequacy of coverage and develops revision or changes to improve usefulness.

The course work must have included study in at least four of the following five areas:
1. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
2. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
3. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written a performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
4. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
5. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.

Education completed in foreign colleges or universities may be used to meet the above requirements provided you can show foreign education is comparable to that received in an accredited educational institution in the United States.

GS 12: Applicant must possess at least one (1) year of specialized experience equivalent to the GS11 grade level. SE is defined as follows:
  • Planning, coordinating, and developing components of in-person virtual and eLearning training
  • Experience with instructional product development, to include developing training materials, identifying learner characteristics, specifying objectives, applying training strategy and evaluating training.
