This role drives high-quality program execution, ensures compliance with federal contracting requirements, and strengthens organizational maturity through standardized processes and continuous improvement. The ideal candidate brings strong federal contracting experience (DoD/DHS preferred), excels in contract transitions, financial management, PM mentorship, and customer engagement, and serves as a backup PM to ensure seamless continuity of operations.

The Senior Program Manager leads the Program Management Resource Group, providing strategic oversight, operational leadership, and hands-on support across a diverse portfolio of federal programs. Responsibilities
- Lead and mentor project/program managers across Systems Engineering, IT/Cyber, and Mission Support portfolios.
- Oversee contract transitions (phase-ins/phase-outs) and ensure operational readiness.
- Serve as backup PM across the enterprise to maintain continuity of operations.
- Manage program performance, risks, deliverables, and customer engagement.
- Track and report program metrics to internal leadership and government customers.
- Oversee program financials, including budgeting, forecasting, cost control, and P&L.
- Support procurement, subcontractor coordination, and workforce planning.
- Serve as Quality Management Representative; enforce quality standards and process discipline.
- Drive continuous improvement and implement scalable program management practices.
- Support capture, proposals, staffing strategies, and color-team reviews.
- Provide programmatic insights and past performance to strengthen competitive positioning.
- Will report directly to Sr. Director of Operations.
Qualifications
- Bachelor's degree in business, engineering, management, or related field; advanced degree preferred.
- Minimum of 10 years of Program or Project Management experience within federal contracting (DoD/DHS strongly preferred).
- Demonstrated experience leading federal contract transitions (phase-ins/phase-outs).
- Demonstrated expertise in program financial management, including budgeting, forecasting, and P&L oversight.
- Extensive experience with multiple contract types including FFP, Cost Plus, and T&M.
- Hands-on experience leading and managing proposal efforts, including solution. development, volume inputs, and coordination across technical, pricing, and staffing teams.
- Experience leading multi-disciplinary teams, subcontractors, and vendor partners.
- Strong understanding of federal contracting requirements, performance management, and risk management processes.
- Exceptional communication, stakeholder engagement, and customer relationship skills.
- Experience implementing standardized PM frameworks, quality systems, or process improvement initiatives.
- Prior experience supporting enterprise level PMO or resource management functions.
- Active U.S. SECRET clearance (required at time of hire).
- PMP certification (highly preferred).
