Job Description
DarkStar Intelligence is seeking an experienced Onsite Lead to support the Joint Counterintelligence Training Activity (JCITA). In this role, you will oversee contractor personnel delivering a wide range of mission-critical services including student administration, registration support, budget and travel coordination, security processing, logistics, and learning development ensuring all functions operate seamlessly in alignment with the SOW.
Because this position supports a training enterprise, the ideal candidate brings working knowledge of adult learning principles, instructional systems design methodologies, curriculum development workflows, and structured models such as ADDIE. Familiarity with these frameworks enables effective oversight of learning-related tasks, coordination with instructional staff, and alignment of training deliverables with Government expectations.
You will serve as the primary on-the-ground leadership presence coordinating staffing, resolving personnel issues, interfacing directly with Government stakeholders, and ensuring cohesive execution across all assigned tasks.

Key Responsibilities:
- Provide daily management, supervision, and positive direction for contractor personnel across multiple functional areas and locations.
- Ensure all personnel assigned to the contract are appropriately cleared, technically qualified, and fully aligned with mission requirements.
- Maintain personnel, organizational, and administrative oversight to ensure all deliverables meet SOW standards.
- Address performance issues directly with contractor staff; escalate unresolved issues to the COR as required.
- Ensure all contractor personnel understand communication channels, work hours, leave procedures, and administrative expectations.
- Interface directly with Government leadership to capture, prioritize, and deconflict requirements.
- Manage numerous complex and time-critical activities simultaneously while maintaining mission continuity and operational excellence.
Requirements
- Bachelor's degree and at least five (5) years of supervisory experience, or at least ten (10) years of supervisory experience without a degree.
- Minimum two (2) years of experience managing projects of similar scope and complexity.
- Demonstrated experience working directly with Government stakeholders to manage requirements and resolve issues.
- Excellent oral communication skills and the ability to lead large, diverse teams in dynamic environments.
- Proven ability to manage multiple concurrent tasks, deadlines, and personnel actions.
- Foundational understanding of adult learning theory, ISD methodologies, curriculum development processes, and structured training models such as ADDIE, sufficient to oversee learning-related functions and coordinate effectively with instructional staff.
