SECURITY MANAGER IV

POSITION OVERVIEW
The Security Manager IV will support the mission of enabling secure, compliant, and fully accredited SCIF operations by providing expert-level physical security programming, design, and oversight across the full lifecycle of sensitive facility construction and accreditation. As a Security Manager, you will apply deep expertise in ICD 705 requirements, TEMPEST, and electronic security systems to guide construction projects from initial design through final accreditation in accordance with ICS 750-02, developing and submitting critical security documentation - including construction security plans, pre-construction checklists, and inspectable materials checklists - while managing the construction surveillance program and providing direct oversight of site security technicians on active construction sites. You will interface regularly with government stakeholders, construction teams, and accrediting authorities, supporting the DIA accreditation process, maintaining strict site access controls, updating security plans within required timelines, immediately reporting incidents, and ensuring 100% compliance in all accreditation support activities.

JOB RESPONSIBILITIES:
- Provide security programming and design expertise relevant to SCIF operations and the organizational requirements to enable mission. This includes expertise in electronic security systems, SCIF comprehensive risk management and operational technology cybersecurity requirements.
- Apply Intelligence Community Directive (ICD) 705 requirements to ensure ICD 705 compliance of construction designs and identify construction products, samples and submittals by type, format and quantity required to complete the fixed facility checklist and the DIA accreditation process.
- Provide expertise in the development, submittal and oversight of the necessary security documents to include: construction security plan, pre-construction checklist, inspectable materials checklist, and TEMPEST requirements.
- Apply expertise in the development of the construction surveillance program and the management of site security surveillance on active construction sites.
- Provide oversight of site security technicians.
- Provide expertise to execute the SCIF testing and accreditation process from design through construction and fully accredited/operational status. (ICS 750-02).
- Assist with security planning and resourcing requirements across S4S services portfolio.
- Update security plans delivered within required timelines.
- 100% compliance in accreditation support.
- Immediate reporting of incidents.
- Effective site access control with no unauthorized entries attributable to contractor oversight.
REQUIRED QUALIFICATIONS:
- 15+ years Physical Security/TEMPEST experience
- ICD 705 training
- SSM training MILCON project management experience,
- TEMPEST training
- CSP author/implementation experience
- TSCM coordination/implementation experience
- IDS/ACS/WIDS design/installation/operations experience
- SCIF/SAPF accreditation process experience
- Security training development/delivery experience
- CDSE SPeD certifications (SFPC/PSC/SAPPC)
- Anti-terrorism/Force Protection (AT/FP) experience
- Active TS/SCI and SAP clearances
