Job Description
DarkStar Intelligence is seeking an Instructional Systems Designer (ISD) / Program Manager to support the Joint Counterintelligence Training Activity (JCITA). This position provides senior-level leadership in the design, development, and execution of counterintelligence (CI) and security operations training programs. The selected candidate will integrate instructional design expertise with program management to deliver high-quality, mission-driven training solutions across instructor-led and distributed learning environments.

Key Responsibilities
- Provide end-to-end program management for training development initiatives, including planning, execution, and delivery of courseware across multiple modalities.
- Apply Instructional Systems Design (ISD) methodologies (e.g., ADDIE) to analyze, design, develop, implement, and evaluate training programs.
- Conduct training needs assessments and gap analyses to identify mission-driven learning requirements.
- Develop instructional materials including storyboards, scripts, presentations, assessments, and scenario-based exercises.
- Oversee development of instructor-led training (ILT), eLearning, webinars, and distributed learning solutions.
- Ensure all training products comply with DoD standards, JCITA policies, and accreditation requirements.
- Coordinate with Government stakeholders, Subject Matter Experts (SMEs), and cross-functional teams to capture and refine requirements.
- Develop and maintain project plans detailing scope, timelines, resources, and risk mitigation strategies.
- Track project schedules, deliverables, and performance metrics to ensure timely and compliant execution.
- Conduct quality assurance reviews and evaluate training effectiveness using feedback, metrics, and assessment data.
- Produce reports, briefings, and recommendations to improve training outcomes and operational effectiveness.
- Support integration of multimedia, LMS platforms, and emerging instructional technologies into training solutions
Requirements
- Clearance: Active TS/SCI
- Education and Experience: Bachelor's degree in Instructional Design, Education, Curriculum Development, Human Resource Development, or related field and 5+ years of instructional design experience supporting DoD or intelligence programs OR
- No degree and 8+ years of relevant instructional design and training development experience
Required Experience:
- Demonstrated experience applying ISD methodologies to develop training for complex subject matter
- Experience designing and delivering both instructor-led and eLearning courseware
- Strong understanding of adult learning theory and performance-based training development
- Experience developing instructional materials including storyboards, scripts, assessments, and training aids
- Experience managing multiple projects and timelines in a fast-paced environment
- Proficiency with Learning Management Systems (LMS) and training technologies Strong written and verbal communication skills, including briefing senior stakeholders
Desired Qualifications
- Experience supporting DIA, JCITA, or other intelligence community training programs
- Familiarity with SCORM, Section 508 compliance, and distributed learning standards
- Experience integrating multimedia and digital learning tools into courseware
- Background working with counterintelligence, security operations, or intelligence training content
- Experience collaborating with SMEs and government stakeholders in classified environments
- Certification in instructional design or training development (e.g., ATD, CPTD) preferred
Additional Details
- Travel: Limited CONUS travel may be required in support of training development and mission requirements. All travel must be pre-approved in accordance with JTR and customer procedures.
- Work Environment: Full-time on-site support in a secure facility (SCIF)
