FOREIGN DISCLOSURE AND PARTNER ENGAGEMENTS INSTRUCTOR
Location: Hawaii | Type: Full-Time | Clearance: TS/SCI and CI Polygraph
Overview
DarkStar Intelligence is seeking a seasoned Foreign Disclosure and Partner Engagements Instructor to support the development of Intelligence Agency (IA) professionals operating in complex, multinational environments. This role is central to building and delivering a comprehensive training program aligned with DIA, Centers of Excellence (COE), and Joint Staff Joint Training Standards.
The instructor will enable IA specialists to execute strategic information-sharing, manage international partnerships, and conduct high-level intelligence liaison in accordance with DIA Strategy, OSD policy, and Joint Staff/CCMD directives.

Key Responsibilities
- Design, develop, and maintain a comprehensive curriculum on foreign disclosure and partner engagements aligned with DIA, COE, and Joint Staff standards
- Deliver instructor-led training to IA personnel on global information policy coordination supporting foreign military cooperation
- Instruct on conducting complex intelligence liaison activities with partner nations and multinational stakeholders
- Train personnel on relationship management strategies in accordance with IA leadership guidance, DIA Strategy, OSD policy, and CCMD campaign plans
- Provide subject matter expertise on Foreign Disclosure (FD) policy to support operational information-sharing and mission continuity
- Educate IA specialists on OSD policies governing the disclosure of Classified Military Information (CMI)
- Support the planning, coordination, and execution of Key Leader Engagements (KLEs) and analytical exchanges
- Instruct on the assignment and approval processes for DIA Foreign Exchange Officers (FEOs)
- Train personnel in the negotiation and execution of foreign military agreements and cooperative frameworks
- Continuously assess and update course materials to reflect evolving policy, doctrine, and operational requirements
Requirements
Minimum Qualifications
- Clearance: Active TS/SCI with CI Polygraph
- Education/Experience: Bachelor's degree in National Security, International Relations, Education, or related field and 10+ years of DoD or military experience in foreign disclosure, international partnerships, and training/instruction
- Certified instructor with demonstrated experience in adult learning methodologies and curriculum development
- Strong working knowledge of DIA, COE, and Joint Staff Joint Training Standards
- Proven expertise in foreign disclosure policy, intelligence liaison, and multinational engagement frameworks
- Excellent communication, facilitation, and interpersonal skills
Desired Qualifications
- 15+ years of DoD/military experience in foreign disclosure, partner engagement, and instruction
- Operational or strategic-level experience within INDOPACOM AOR
- Certified curriculum developer and/or prior DIA instructor experience
- Advanced knowledge of OSD policy governing Classified Military Information (CMI) disclosure
- Experience assigning and approving DIA Foreign Exchange Officers
- Demonstrated experience negotiating and concluding foreign military agreements
