Mid-level Program Analyst - Research and Development

Location: Springfield, VA
Clearance: Active TS/SCI (required) able to obtain CI Poly within 30 days of joining the team

About the Mission
Bailey Information Technology, LLC is supporting our customers Research and Development Office where ideas move from whiteboard to world impact. you'll help shape and transition customer programs-turning innovations into operational capabilities that support mission critical operations.
This role sits at the nexus of science, technology, and strategy: managing cost, schedule, and performance; aligning funding and acquisition; and coordinating Tech Transition/Transfer/Protection (T3P) activities to deliver mission-ready results.

What You'll Do
  • Lead R&D program development from concept through transition and technology transfer.
  • Plan, execute, and track budgets using RDT&E and O&M funds; apply PPBE and FAR/DFARS/FMR to maintain cost/schedule/performance baselines.
  • Draft, review, and refine R&D documentation: SOWs, SOOs, BAAs, CRADAs, PIAs, OT agreements, and transition plans.
  • Coordinate Intellectual Property, Export Control/ITAR, TRLs, and security classification to ensure compliant program protection.
  • Partner across T3P, OGC, OCS, and Technical Offices to facilitate smooth transitions, transfers, and reporting.
  • Prepare leadership-ready briefings and analyses; facilitate meetings and capture actions independently.
  • Support quarterly reviews, budget submissions, industry days, and outreach events to showcase program value and progress.
Program Analyst (Mid) - with Office of Research and Technology Applications (ORTA) Team
Knowledge and experience in R&D program development from concept inception to transition of technologies; experience or education in program management and understanding of cost, schedule, and performance; knowledge of RDT&E funding, the PPBE process and FAR, DFARS FMR for structuring program schedules and planning execution of funding; experience drafting, reviewing, and editing R&D statements of work (SOWs), contracts, agreements such as Technology Transfer agreements, CRADAs, EPA, PIA, etc., and other program documentation; some knowledge of Intellectual Property, Export Control/ITAR, TRLs, and security classification which inform program protection and transition. Experience or education in developing and implementing an effective communications strategy to support the execution of the Technology Transfer program; experience writing, editing, and distributing content, including publications, public releases, website content, annual reports, and other materials that communicates the organization's activities, products and/or services internally as well as external to organizations.


Who You Are:
  • Demonstrated knowledge and experience in research and development (R&D) program development, from concept inception through technology transition.
  • Experience and/or education in program management, including an understanding of cost, schedule, and performance management.
  • Working knowledge of RDT&E funding, the PPBE process, and applicable regulations (FAR, DFARS, FMR), with experience structuring program schedules and planning funding execution.
  • Proven experience drafting, reviewing, and editing R&D statements of work (SOWs), contracts, and agreements, including Technology Transfer Agreements, CRADAs, EPAs, PIAs, Other Transactions (OTs), and related program documentation.
  • Knowledge of intellectual property, export control/ITAR, technology readiness levels (TRLs), and security classification considerations that inform program protection and transition.
  • Experience or education in developing and implementing an effective communications strategy to support the execution of the Technology Transfer program; experience writing, editing, and distributing content, including publications, public releases, website content, annual reports, and other materials that communicates the organization's activities, products and/or services internally as well as external to organizations.
Qualifications

Required:
  • BA/BS or MA/MS in business management, systems management, communications & marketing or equivalent degree.
  • Greater than or equal to ten years of work experience.
Desired:
  • MBA with concentration in Technology Management
