Quattro Consulting, an operating firm of Command Holdings, is seeking an Emergency Management Specialist for a potential effort supporting the Commander, Naval Surface Group – Central (CNSG-C) in Bahrain.

The Emergency Management Specialist will have comprehensive emergency planning, preparedness, and fire safety expertise to manage, direct, coordinate, and implement the Command Emergency Management Program for CNSG-C.

Key responsibilities may include but are not limited to:

• Managing, directing, coordinating, and implementing the Command Emergency Management Program including command training, shipboard fire safety surveillance program, oversight and trend analysis, and detachment fire safety officer technical oversight and qualification.
• Performing emergency planning and preparedness processes to evaluate potential emergency situations.
• Providing long-term objectives capable of prioritizing work tasks.
• Determining emergency response team manning and training.
• Ensuring adequate resource allocation for successful emergency response posture.
• Acting as exercise lead planning, developing, coordinating, conducting, monitoring, and critiquing EM drills and exercises training.
• Writing drill packages and exercise guides complying with NAVSEA Technical Publication requirements to assist CNSG-C in fulfilling fire safety requirements and identifying weak areas.
• Participating in drills as exercise lead, AOR assessor, Emergency Operations Center assessor, Incident Command Post assessor, or on-scene assessor.
• Performing Command Emergency Management Liaison duties with other Naval Activities and regional commands.
• Ensuring CNSG-C preparedness to respond to emergencies in the AOR, coordinates with area fire stations to ensure commanders and military personnel understand CNSG-C emergency preparedness.
• Coordinating tabletop exercises with Engineer Officer to ensure smooth emergency response.
• Identifying actions and relationships for appropriate emergency response.
• Assisting fire safety officers in training ship emergency response teams.
• Inspecting facilities and equipment to determine operational capabilities in emergency situations.
• Applying for funding support for emergency management needs, and keeping informed of AOR activities that could affect emergency likelihood or response efforts.

This position is contingent on contract award.

Work Environment 

• Moderate noise (i.e. business office with computers, phone and printers) and /or occasional loud noise (airfield, large equipment).  
• Ability to sit at a computer terminal for an extended period of time.

Basic Qualifications 

• Current, active secret security clearance.
• Comprehensive knowledge of U.S. Navy EM program, managing multi-mission complex operations, and command mission requirements, policies, and EM program requirements.
• Knowledge and skills analyzing and evaluating methods and techniques, developing alternatives, and presenting recommendations for improving emergency response.
• Experience in control center operations evaluating and responding to emergency situations from government, military, Federal, or law enforcement/security organizations.
• Strong knowledge conducting detailed analyses of complex EM functions using specialty response area knowledge (shipboard fire) and emergency response teams required to respond, control, contain, and recover.
• Subject matter expertise to advise CNSG-C Commodore regarding industrial ship safety for fire prevention and responses.
• Outstanding communication skills, influencing abilities, and client focus.
• Professional proficiency in English is required.
• Demonstrated proficiency in using all Microsoft Office applications.
• May be subject to US Navy medical and physical qualification guidelines.

• Direct experience with EM programs in the Fifth Fleet AOR.
