Job Description

Duties

  • Provide quality oversight to contractor provided services to ensure the government receives timely adequate telecommunications services.
  • Provides quarterly customer education on contractor services, products, and requirements.
  • Establishes and advises on the interpretation/application of policies, standards, and procedures for evaluating current and future telecommunications requirements.
  • Reviews plans and specifications for adequacy and justification of requirements, realistic cost estimates and implementation dates, and consideration of supporting requirements such as scheduling deliveries, availability of installation and test personnel, site preparation and similar concerns.
  • Defines technical specifications for systems and obtains for the user exactly the kind of services required.

  • The incumbent may be subject to work an uncommon tour of duty to include weekends and holidays in order to evaluate contracted services and activities.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • Must be able to obtain and maintain a Top Secret clearance.
Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standards for Administrative and Management Positions, to include the Individual Occupational Requirements (IOR) for the GS-0391, Telecommunications Series.

EXPERIENCE: Must have at least one (1) year of specialized experience at the next lower grade level (GS-07) or equivalent in other pay systems. Specialized experience includes: Evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrate knowledge of current developments and trends in communications concepts and technology; as well as administering contracting procedures and legal requirements to develop robust proposals, review vendor technical adequacy, and monitor performance in fulfilling equipment and service obligations; assessing telephone operations, telecommunications, data processing, and copper/fiber optic cabling and splicing to evaluate service quality and recommend operational or equipment improvements; and applying technical requirements to quality assurance issues, statements of work, and inspections, while interpreting and explaining these standards to diverse groups to assess corrective actions.

EDUCATION: Must have a master's or equivalent graduate degree OR two (2) full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., if related. Major studies include: electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. (NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS)

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of telephone operations, telecommunications, data processing, small computers, copper and fiber optic cable, splicing procedures for both copper and fiber cable, local area networks, and associated equipment, and software to effectively evaluate the quality of service, identify deficiencies, determine cause/source of problems, and recommend changes in operational methods, equipment, and/or procedures.
  • Skill in preparing, interpreting, explaining, and applying technical requirements and specifications to quality assurance issues, statements of work, inspections, evaluation of corrective actions, and meeting with various individuals and groups.
  • Knowledge of services and products provided by the contractor.
  • Ability to communicate effectively both orally and in writing.
  • Knowledge of a wide range of telecommunications principles, concepts and methodologies.
  • Knowledge of contracting procedures and legal requirements to develop proposals and contracts, review proposals for technical adequacy and vendor ability to perform and/or to monitor vendor performance in fulfilling contractual requirements for equipment and/or services.
  • Knowledge of operating characteristics and interoperability requirements of a variety of specialized communications systems such as office automation networks, telephone systems, operating systems, software, and hardware.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
