Program Manager

Duties

• Serve as the Deputy Chief of the Programs and Project Management Division (PPMD). Formulate and implement long-range plans and programs for the Europe District. Ensure consistency of program management within the District.
• Work closely with District senior leadership and principal staff to provide continuity of corporate leadership in assessing the PPMD mission and work requirements in developing corporate plans, goals, and objectives.
• Directly supervise a support staff and subordinate supervisory staff, and through subordinate supervisors, provide supervision to subordinate employees within PPMD. Plan and coordinate the work of the office.
• Establish and implement District policies regarding project management activities. Monitor all phases of major projects to ensure integration and coordination within established time frames.
• Resolve issues among District elements, other Corps offices, Federal agencies, and non-federal sponsors. Provide guidance for functional managers to facilitate the resolution of technical challenges to ensure that project conflicts are resolved.

• This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
• This position requires the incumbent to obtain and maintain a determination of eligibility for a TOP SECRET security clearance for the duration of employment.
• This is a drug testing designated position (TDP) subject to pre-employment drug test and random drug testing based on the requirement to possess a Top Secret security clearance.
• This position has been designated as performing Project and/or Program Management functions. In accordance with USACE policy and the Program and Project Management Career Development Plan (CDP), Level 1 CDP internal qualification will be required.

Specialized Experience : One year of specialized experience which includes: (1) Managing multidisciplinary teams responsible for the lifecycle execution of complex design and construction projects, including developing project plans, managing budgets, and monitoring schedules to meet objectives; (2) Providing oversight and guidance to project teams by assigning and reviewing work, coordinating with internal and external stakeholders, and resolving project-related conflicts; AND (3) Analyzing program data to evaluate progress, preparing reports for leadership, and providing recommendations for program improvements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).

• If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child's age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12.

• Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions.
• Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250.
