Sr. Technical Program Manager (6493)
Senior Technical Program Manager supporting the Department of State, responsible for leading enterprise-scale IT operations and network engineering initiatives in a secure, high-stakes environment. This role drives the design, modernization, and optimization of complex network and cloud architectures while ensuring compliance with federal security standards and aligning infrastructure with mission objectives. The ideal candidate combines deep technical expertise with strong leadership, guiding cross-functional teams, influencing strategy, and delivering resilient, high-performance solutions.

• Salary: $165,000 - $188,000
• Security Clearance: Top Secret

Due to federal requirements, applicants must be U.S. Citizens with an active Top Secret (TS) clearance and SCI eligibility.

Must Have Qualifications:
• Active TS clearance with SCI eligibility 10+ years of experience leading technical teams across Network Engineering, Network Operations, IT Operations, and Cloud Architecture
• Proven experience managing IT Operations programs in complex, enterprise environments
• Expertise in designing, implementing, and optimizing advanced network architectures, including upgrades, migrations, and expansions
• Ability to provide strategic leadership and expert guidance on enterprise network design, aligning infrastructure with organizational goals
• Advanced troubleshooting skills with the ability to resolve complex network and system issues
• Experience evaluating and implementing emerging technologies to enhance network performance and capabilities
• Strong understanding of enterprise network policies, standards, security protocols, and compliance with federal regulations and industry best practices
• Demonstrated ability to collaborate across technical teams to solve complex infrastructure, security, and development challenges
• Strong communication skills, including the ability to document and present technical strategies, designs, and recommendations to stakeholders and leadership
• Experience representing organizations in high-level technical discussions and decision-making forums
• Proven leadership skills, including mentoring, coaching, and developing high-performing technical teams
• Exceptional organizational and problem-solving abilities, with the capacity to prioritize and execute in high-pressure, dynamic environments

Nice to Haves (not listed on the job description):
• Experience supporting foreign missions at agencies like the Department of State
• Certifications: CISSP or similar, Cloud Certifications AWS, Azure, Google Cloud.
• Experience working with cloud security principles and federal compliance standards. (FedRamp and FISMA)

• A continual service improvement and governance driven mindset, with knowledge of process improvement and quality improvement based on ITIL and PMI best practices
