Contract Maintenance Professional
Mid-Level | Government Contract Management & Financial Tracking Support

SITEC Consulting is seeking a Mid-Level Contract Maintenance Professional to support Government Contract Managers and program teams in the administration, tracking, documentation, and financial monitoring of complex contracts. This position is ideal for a detail-oriented professional with experience in contract management, finance, funding analysis, burn rate tracking, Technical Task Orders, invoice review, and contract execution support.

The selected candidate will assist with day-to-day contract maintenance activities across a variety of contract types, helping ensure contract actions, funding documentation, performance inputs, award fee materials, and financial tracking remain accurate, organized, and aligned with Government requirements.

What You'll Do
As a Contract Maintenance Professional, you will provide hands-on support to Government contract and program stakeholders. Responsibilities include:

Update burn rates using the corporate template, conduct burn rate analysis, and track funding run-out dates.
Review invoices in accordance with the most recent BM&A Invoice Review Desk Guide and applicable contract clauses.
Report invoice discrepancies to the Government Contract Manager.
Draft modifications to existing Technical Task Orders.
Work with COR-Ts to refine requirements and ensure proposed work remains within contract scope.
Draft Technical Task Orders for Contract Manager review.
Prepare TTO and Delivery Order funding tables.
Prepare de-obligation forms and all applicable attachments.
Review and track requisitions for accuracy and coordinate needed corrections with BFMs.
Track contract funding against DoD/BM&A goals for commitment, obligation, and outlay.
Track contract costs at the TTO, fundcite, CLIN, SLIN, and budget center levels.
Analyze contractor-provided estimates to determine alignment with Contract Manager guidance and burn rate analysis.
Analyze QAR data to ensure consistency with burn rate analysis prior to COR submission or approval.
Review spend plan data to ensure contracts have sufficient planned funding.
Assist with validation of ULO and TAR lines for contracts.
Identify cost overruns and underruns on contracts.
Track award fee pools and calculate earned fee for the period, including any incurred interest.
Assist in preparing contract funding estimates for Continuing Resolutions and spend plan builds.
Track CPEA due dates and consolidate Government-provided past performance input using the appropriate CPEA form for the contract type.
Support the Government Contract Manager in monitoring contract performance through attendance at Contract and Program Status Reviews.
Track due dates for award and incentive fee documentation.
Consolidate Government-provided contractor performance input using standard BM&A report formats.
Compare submitted resumes against labor category requirements and report discrepancies to the Government Contract Manager.
Assist with responses to data calls related to contract execution information.
Maintain tracking schedules for award fee documentation, TTO actions, burn rates, outlays, DARQ actions, and related contract maintenance items.
Conduct contract maintenance activities across a wide variety of contract types.
Required Qualifications
Eight years of DoD, IC, or commercial experience in contract management or finance.
Bachelor's degree with a business focus.
Experience tracking program, project, or contract status in the areas of cost, schedule, and performance.
Experience with award fee incentivized contracts.
Intermediate proficiency with Microsoft Excel, including demonstrated use of:
Pivot tables
Slicers
Pivot charts
Strong attention to detail and ability to maintain accurate tracking schedules.
Ability to coordinate with Government Contract Managers, COR-Ts, BFMs, and program stakeholders.
Strong written and verbal communication skills.
Ability to manage multiple contract actions, deadlines, and documentation requirements.
Degree / Certification Substitution
In lieu of a bachelor's degree:

Certified Federal Contracts Manager certification or DAWIA Level I in both Contracting and Program Management, plus three additional years of directly related experience, may be substituted for a total of eleven years of experience.
In lieu of certification:

An additional two years of directly related experience may be substituted for a total of thirteen years of experience.
Preferred Qualifications
Experience using NSA financial management systems and interfaces, currently FACTS and CMIS.
Experience supporting BM&A contract maintenance processes.
Experience with Technical Task Orders, Delivery Orders, funding tables, de-obligation forms, DARQ actions, burn rate tracking, outlay tracking, and award fee documentation.
Experience validating ULOs, TAR lines, fundcite/CLIN/SLIN-level costs, and spend plan data.
Experience supporting Contract or Program Status Reviews.
