Job Description
RiverTech is looking for a Senior Project Manager/Onsite Supervisor to work in Camp Springs, MD. The Senior Project Manager/On-Site Supervisor serves a dual role in support of the Department of Homeland Security (DHS), U.S. Citizenship and Immigration Services (USCIS), Office of Security and Integrity (OSI) Security Support Services contract. As Senior Project Manager, the position supports the USCIS OSI Program Management Office (PMO) to assure that OSI projects and programs receive substantive, repeatable, standardized support and provide a project management approach to project delivery and business change in a controlled methodology. The Senior Project Manager provides program management support services for OSI-related projects and initiatives to include, but is not limited to, ensuring that OSI projects fulfill requirements and specifications, are completed within defined schedule, including overall management support of the programs/projects.
As On-Site Supervisor, the position serves as the primary point of contact for face-to-face communication between the Program Manager (PM), company, and/or contractor employee regarding performance and operational concerns which may arise. On-Site Supervisor duties are collateral to Senior Project Manager duties, not in lieu of them.

Responsibilities
- Supervises and coordinates activities to ensure project delivery.
- Monitors schedules and timeline of delivery of project.
- Enforces project standards by facilitating problem solving and project resourcing.
- Monitors interim milestones, and final deliverables.
- Partners with project managers to develop and execute business plan, facilitate collaboration to achieve project objectives. Leads and directs the work of other employees.
- Supervisors typically have authority for personnel decisions related to hiring, performance, and disciplinary actions.
Specific duties include:
- Develop standard and ad hoc project management reports. Examples of software for development of reports include, but are not limited to, Microsoft Project, Microsoft Visio, and Microsoft PowerPoint.
- Coordinate project management activities with technical implementation stakeholders from the various OSI Divisions, as well as across other divisions within USCIS to assess needs and communicate vision and direction.
- Analyze, describe, document, and manage subordinate contractors assigned to the implementation of various programs and associated diagram business models processes.
- Develop DHS and USCIS specific project initiation documents using project management phases such as planning, execution, and monitoring, to define roles, responsibilities, project scope, operational activities, status reports and governance structure.
- Support project management phases such as planning, execution, and result monitoring.
On-Site Supervisor responsibilities include but are not limited to the following:
- Supervise a team of contractor staff, including all HR and recruiting support, timekeeping requirements, etc.
- Communicate assignments and projects to the contractor staff
- Provide recommendations to the PM, including workload balances and workflow.
- Provide weekly reports on team and individual work accomplishments, problems, progress in mastering tasks and work processes and individual team needs.
- Serve as first point of contact to resolve issues between the PM and/or company and the contractor employee (professionalism, performance, time and attendance, and leave issues, etc.).
Qualifications
- U.S. citizenship.
- Ability to obtain and maintain a government suitability determination/security clearance.
- Ability to obtain Secret level clearance if needed.
- Associate degree of higher.
- Knowledge and experience (7+ years) in program management principles and disciplines, including business process remodeling/reengineering and project leadership.
- Minimum of three (3) years of experience in a similar lead position.
- Demonstrated supervisory experience.
- Excellent Microsoft 365 Skills, including familiarity with MS SharePoint, TEAMS, and other Office suite applications.
- Strong oral and written communication skills.
- Successful completion of corporate background investigation, including criminal and credit checks.
Desired Qualifications:
- PMP certification (preferred).
