Job Description

Five Rivers Analytics is looking for a U.S. Border Patrol Site Lead to work in Summit Point, WV. The U.S. Border Patrol (USBP) Unmanned Technologies Operations Center (UTOC) employs a diverse workforce comprising permanent, detailed, and contracted personnel. This team is responsible for the comprehensive design, development, and delivery of both foundational and advanced Small Unmanned Aircraft Systems (SUAS) training programs. These initiatives are specifically tailored to support USBP operational needs. Furthermore, UTOC is tasked with managing the national SUAS training database, ensuring the meticulous archiving, and monitoring training completions. This process is vital to maintaining adherence to legal, regulatory, policy, and manufacturer requirements. Five Rivers Analytics is hiring a Site Lead to contribute to and oversee operations including warehouse logistics operations, property management, asset management, deployment and sustainment support, and training coordination and logistics support. Responsibilities

  • The Site Lead is responsible for providing oversight to contract team at the site and ensure performance and execution is in line with contract requirements and expectations listed below.
  • Property Management Support: The UTOC is responsible for executing the full range of responsibilities associated with the role of a Local Property Officer (LPO) within the SAP system. This includes ensuring compliance with all applicable regulations and policies governing property management, maintaining accurate records, and overseeing the proper handling and accountability of assets throughout their lifecycle. The UTOC team shall also provide guidance and technical support to personnel, monitor property-related activities, and implement procedures to uphold the integrity and efficiency of the property management process.
  • Asset Management Support: The UTOC is responsible for delivering comprehensive asset management support services, encompassing accountability across all phases of the asset lifecycle, including acquisition, maintenance, and disposition. This responsibility involves overseeing the receipt of package deliveries and performing detailed inspections to confirm the completeness of the delivered items.
  • Deployment and Sustainment Support: The UTOC is responsible for overseeing and managing deployment and sustainment activities, ensuring that all tasks are carried out in accordance with established requirements, industry standards, and programmatic objectives. This includes comprehensive planning, execution, and monitoring of system deployments, civil buildouts, and sustainment operations. The Unmanned Technologies Operations Center (UTOC) requires professionals to adeptly navigate and comply with a broad spectrum of industry codes and standards pertinent to deployment, sustainment, and Justification for Investment Activities (JAI). These individuals must possess the capability to identify and apply relevant standards, such as Motorola R56 2017, FAA-STD 19G, and Occupational Health and Safety Administration (OSHA) guidelines, ensuring that all system deployments align with established regulatory and operational requirements.
  • Training Coordinator and Logistics Support: The UTOC Training and Logistics Coordinator is responsible for overseeing and managing logistics support requirements essential to the effective operation and deployment of Small Unmanned Aircraft Systems (SUAS). This role encompasses a wide range of duties aimed at ensuring the seamless integration of SUAS platforms into training and operational environments. Key responsibilities include coordinating logistical support, maintaining inventory, ensuring the readiness and functionality of SUAS platforms, and facilitating the procurement and distribution of necessary supplies such as batteries and spare parts.
  • Additional duties may include the following: Escort Duties, Cargo Security, Inventory and Disposition, Forklift Support and Vehicle Transportation.
  • Flexible Work Schedule. Must be available to work occasional weekends as needed to fulfill mission requirements, demonstrating flexibility and commitment to program objectives.
  • Other duties as assigned by the FRA Senior Program Manager.

Qualifications

  • 2 or more years of directly relevant experience to the work noted above.
  • High School Diploma/GED.
  • A valid driver's license.
    Must be able to pass a DHS Customs and Border Protections Background Investigation.

Preferred / Desired Qualifications:
  • Active Secret security clearance OR DHS CBP Public Trust level clearance.
  • Experience or direct knowledge of the operations at the CBP's UTOC.
  • Prior experience as a project manager or site lead at a government facility.
  • Bachelor's Degree or Equivalent.
    5 or More years of related experience.
