Job Description

Cyntel Technologies is supporting multiple openings for JCITA Instructors to support an upcoming contract. Please note there are multiple openings in this listing and be prepared to specify which one you are interested in.

1.
CI SME/Instructor – Operations (CIOQC) – Expert Level, Quantico, VA

Job Category: Training
Time Type: Full time
Minimum Clearance Required to Start: TS/SCI with Polygraph
Employee Type: Regular


Expert Level Qualifications:
• Must be a graduate from an accredited CI Special Agent credentialing school, must be a graduate of the JCITA Advanced Foreign CI Operations Course (AFCIOC) or a legacy training course offered by the Military Departments including Army Advanced Foreign Counterintelligence Training Course (AFCITC), the Air Force Counterespionage Case Officer's Course, or the Navy Counterespionage Operations Course.
• Senior-Level SME must have a minimum of ten (10) years of demonstrated experience conducting, instructing, or supervising OFCO in accordance with the DoDI-S5240.09.
• Highly desired experience for the Senior-Level CI SME includes experience as an Executive Case Officer, Team Chief, or Operations Officer.

Counterintelligence Investigations Instructor (ACIIC) – Expert Level, Quantico, VA

What You’ll Get to Do:
• You are responsible for providing world-class Advanced CI Investigations Course (ACIIC) instruction.
• Plan, develop, and execute training certification for CI Agents to independently conduct Counterintelligence investigations to determine whether a particular person is acting for or on behalf of, or an event is related to, a Foreign Intelligence Entity, as well as determine actions to identify the appropriate resolution. Devise plans that leverage all CI functions, missions (IAW the DoD 5240 series), and CJ investigative tools and defend their utilization of DoD Manual 5240.01, Foreign Intelligence Surveillance Act, affidavits and evidence.
• Deliver classroom-based instruction and assess student performance in field exercises that frequently exceed 8-hours a day, includes weekends, and requires travel within the NCR and CONUS.
• Employ blended learning techniques to include a combination of eLearning tools, lectures, classroom discussions, team exercises, readings, case studies, role plays and demonstrations of required skills through work-related tasks.

Expert Qualifications:
• TS/SCI and CI polygraph or ability to obtain poly.
• Must have a minimum of ten (10) years of demonstrated experience conducting, supervising, or instructing full-scope CI Investigations.
• Served as a senior CI investigator with experience conducting the full investigative cycle.
• Graduate from an accredited CI Special Agent credentialing school, must be a graduate of JCITA NSIC, ACIIC, the AFCITC, or an IC school equivalent.

3.
CI SME/Instructor – Counterintelligence Collections Instructor (JMCCC) – Expert Level

Expert Level Qualifications:
• Must be a graduate from an accredited CI Special Agent credentialing school, and one of the following JCITA source handling courses: Military Counterintelligence Collections (MCC) course, Advanced CI Collections Course (ACICC) and the Joint Military Counterintelligence Collections Course (JMCCC). Other qualifying courses such as the Defense Advanced Tradecraft Course (DATC), Advanced Source Operations Training Course (ASOTC), Military Operations Training Course (MOTC), Field Tradecraft Course (FTC), Operations Tradecraft Course (OTC), or an IC school equivalent or have experience conducting Level II MCC in accordance with the DoDI-S 5240.17.
• Must have a minimum of ten (10) years of demonstrated experience conducting, supervising, or instructing, of CI or HUMINT collection activities and shall be able to sit and stand for up to four (4) hours at one time and be able to walk for up to five (5) miles in one day.
• Highly desired experience for the Senior-Level CI SME includes experience as a Senior Source Handler, Team Chief, or Operations Officer.

CI SME/Instructor – CIRDAC MID-Level

MID-Level Qualifications:
• Must be a graduate from an accredited CI Special Agent credentialing school
• Must have a minimum of five (5) years' experience conducting CI Support to RDA.
• Knowledge of DCI and SCRM, along with the CI missions and functions are required

5.
CI SME/Instructor - Surveillance (CSC) Expert Level

Expert Level Qualifications:
• Must have experience as a JCITA CI Surveillance Course Instructor or be a graduate of the JCITA CI Surveillance Course.
• Must have a minimum of ten (10) years of demonstrated experience conducting, instructing, or supervising DoD CI surveillance.

6.
Counterintelligence Surveillance Instructor (CSC) – Expert-Level

Expert Level Qualifications:
• TS/SCI and CI polygraph or ability to obtain poly.
• Must have experience as a JCITA CI Surveillance Course Instructor or be a graduate of the JCITA CI Surveillance Course.
• Minimum of ten (10) years of demonstrated experience conducting, instructing, or supervising DoD CI surveillance.

7.
Surveillance Team Manager – Senior Level

Senior Level Qualifications:
• TS/SCI and CI polygraph or ability to obtain poly.
• Must be a graduate from an accredited analyst course (e.g., PACE or DoD equivalent school.
• Broad knowledge of surveillance techniques.
• Managing Role Players.
• Planning, creating, staffing complex work schedules.

8.
CI SME/Instructor (DCAC) – Expert, Quantico, VA

What You’ll Get to Do:
• This course is a DoD CI Badge and Credentialing course, which provides an entry level understanding of Defense Agency CI missions and functions.
• The training provides the CI Agent with the basic knowledge to conduct the diverse duties of a Defense Agency CI Special Agent.
• The training emphasizes DoD Cl legal issues; Cl functional services; CI education briefings; detection of espionage. CI inquiries; preserving Cl operational and investigative viability and prosecutorial information; collecting and reporting CI information; and assisting other agencies in CI matters to include operations and investigations.
• The CI SME assigned to support this course will deliver classroom-based instruction and assess student performance in field exercises that frequently exceed an 8-hour day, includes weekends, and requires travel within the NCR and CONUS.
• This CI SME must have at least a thorough understanding of Cl activities in support of the five CI functions: investigations, collection, operations, functional services, and analysis and production which was gained through experience.

Expert Level Qualifications:
• Must be a graduate from an accredited Counterintelligence Special Agent credentialing school, must be a graduate of JCIT A NSIC, ACIIC and/or the AFCITC, or an IC school equivalent.
• Must have a minimum of ten (10) years' experience conducting CI inquiries and/or full scope investigations.
• Knowledge of the CI missions and functions required.

9.
SecOps SME/Instructor – Senior Level
Senior Qualifications:
• Must have Seven (7) years of experience
• Graduate of JCITA Course or equivalent.
• Cover Support experience
