Duties
The primary purpose of this position: The position of Security Division Chief in the National Guard Bureau (NGB) Directorate A2/6 is established to serve as the principal security authority and MAJCOM Security Functional Manager, through which strategic direction and executive leadership are provided for all security matters across a complex, multi-domain enterprise, inclusive of the Air National Guard Readiness Center (ANGRC). Responsibility for the development, implementation, and successful execution of a robust and integrated security architecture is assigned to this senior-level position, with all activities of the Division being directed to ensure the protection of critical national security information and assets.
DUTY 1: Administers the Information Security Program protecting the NGB/ANG enterprise from espionage, terrorism, and threats of unauthorized disclosure and/or compromise of information or material considered vital to enterprise mission interests, national defense or national security. Enforces operational, functional, and mission assurance aspects of the program for the NGB/ANG. Information Security Programs. Directs the review of security classification management and declassification policies, standards, and security management guides. Interprets law, DoD and AF regulations, and industry standards to evaluate and ensure the safeguarding of classified information, technology, and sensitive unclassified information.
DUTY 2: Directs the personnel security program to ensure secure accomplishment of the enterprise's missions, goals and objectives through proactive application of security principles, policies, and practices. Enforces operational, functional, and mission assurance aspects of the program to include validation of positions requiring access to classified information, processing of personnel security investigations, and establishment and maintenance of Security Information Files (SIFs).
DUTY 3: Provides NGB/ANG enterprise and subordinate organizations authoritative guidance on aspects concerning physical security programs for the protection of classified national security information, both Sensitive Compartmented Information (SCI) and collateral information. Manages the physical security requirements for multiple Sensitive Compartmented Information Facility (SCIFs). Develops enterprise security policy and risk management assessments within general guidelines provided by the National Security Agency (NSA), DoD, Defense Intelligence Agency (DIA), and Headquarters United States Air Force (USAF).
DUTY 4: Manages the Industrial Security Program. Provides effective guidance, training, and direction to subordinate assigned organizations/activities/units on industrial security program matters. Provides enterprise oversight to subordinate organizations on the visitor agreement process to ensure effective management of their program. Ensures initial facility security clearance surveys of contractor facilities are conducted to determine contractor ability to work with and store classified and sensitive information, including information generated or stored in Automated Information Systems (AIS).
DUTY 5: Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate worker's performance ensuring consistency and equity in rating techniques.

This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the "Supervision/Management" work category are at the "Expert" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: mastery of knowledge of the ANG Intelligence and cyber systems, architectures, capabilities, processes and security guidelines/procedure; comprehensive knowledge of enterprise-level security programs, including Information Protection (IP), SCI Program Security (SSO), INFOSEC, Cyber, and OPSEC, as well as the associated threat and vulnerability landscape; in-depth knowledge of DoD, Air Force, and ANG organizational structures, security policies, and governing regulatory frameworks, including Equal Employment Opportunity (EEO) directives. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

CONDITIONS OF EMPLOYMENT CONTINUED:
1. Special Sensitive: Must be able to obtain and maintain a Top Secret, Sensitive Compartmented Information (SCI) Security Clearance. This position is designated Special Sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Category II/Type 5/Code O.
3. Department of Defense Security Fundamentals Professional Certification (SFPC) conferrals are required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative.
