Job Description

Duties

  • Leverages broad functional expertise in cyberspace planning and operations, combined with deep insights into CNMF's, DoD's, and the U.S. Government's (USG's) cyber program objectives, priorities, and challenges.
  • Identifies and leads efforts to establish and capitalize on opportunities to improve this key partnership.
  • Contributions to strategic planning initiatives conducted in collaboration with a key partner and its government elements with cyberspace involvement.
  • Participates in development, negotiation, and internal staffing of formal planning agreements, including data sharing agreements.
  • Provides authoritative interpretations of USG regulations and U.S. DoD policies and guidelines,
  • Investigates, assesses, and provides feedback on all matters of strategic and operational engagement.
  • Provides expert insights to resolve tactical operational or policy issues that could impede effective collaboration to address real-time contingencies of shared interest.
  • Provides reporting seniors with authoritative assessments of the effects implementation of proposed contingency plans may have on CNMF's cyberspace operations and ability to achieve major cyberspace program objectives.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The employee may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
  • Work requires travel away from the normal duty station on military and/or commercial aircraft up to 25% of the time.
  • The employee must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam.
  • Must pass an initial and periodic urinalysis screening for illegal drug use.
  • This position requires the incumbent to undergo and successfully pass additional Department of Justice security screening and background processing.

To qualify based on your experience, your resume must describe one year, specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1) Provides guidance and in-depth analysis on cyberspace program strategy, plans and policy; 2) develops detailed plans for applicable range of cyber operations through coordination with other planners, operators and/or analysts 3) delivers oral and written briefings, presentations, and cyberspace operations reports for cyberspace operations. 4) Experience serving in or in support of Cyber National Mission Force (CNMF).

Additional information

  • If you are a current federal career/career-conditional employee, you will be placed on an excepted appointment.
  • The incumbent will be expected to complete pre-permanent change of station (PCS) training courses, including language (as required by assignment), security, weapons training, communications security (COMSEC) custodian, agency orientations, and mission briefings, as required based on the assignment.
  • It is desired that the incumbent has previous experience living and working overseas, and highly desired that he/she has achieved Foreign Disclosure Officer Qualification and Joint Planning Military Education and/or Joint Planning Qualification.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • You will be required to provide proof of U.S. Citizenship.

  • TERM: This announcement is for a Cyber Term position. Permanent employees who apply, are selected for, and ultimately accept this position will be converted to a Cyber Term appointment. Term positions in CES may be extended up to a maximum of five years. This position may be converted to permanent without further competition after completion of three years of continuous service in this position.
