Job Description

Tuvli, an Akima company, is hiring for a Data Analytics and Learning Advisor to support our DoS client located in Washington, DC.

The Data Analytics and Learning Advisor serves as the technical lead on all data analytics efforts for EUR/ACE and provides supplementary support to the P3 Senior Advisor on M&E capacity building and analytic support for Joint Regional Strategy (JRS) reporting. S/he reports to the Director for Policy, Planning, and Performance (P3).

Responsibilities

  • Advise the P3 Director on all data analytics initiatives, both internally implemented as well as those using technical services contracts. This will include the design and implementation of internal ACE-led initiatives, as well as support to the P3 Director to develop statements of work for procuring external technical services for data analytics projects, to evaluate proposals, and to manage data analytics contracts.
  • Initiate and lead data analytics efforts internally managed by ACE, including analysis of project-level outcome data to yield insights for ACE staff and leaders, and the use of other third-party sources of data that have potential to inform ACE's ongoing resource allocation decisions. Also, manage ACE M&E database, including tracking data entry by partners, conducting data quality checks, and generating reports on data trends with graphics.
  • In coordination with Senior Advisor for M&E, support the development of indicators to track progress on EUR's and SCA's Joint Regional Strategies, and coordinate ACE input into annual reporting on EUR JRS indicators assigned to ACE.
  • Participate in the annual budget review process, conducting initial reviews of Annual Budget Reviews (ABRs) submissions by partners and other performance reporting documents, flagging those with significant weaknesses that require follow-up; clear ABR summaries of conclusions for P3; participate in ABR sessions or other meetings on M&E and document relevant M&E information in such sessions, at the direction of the P3 Director.
  • Assist P3 in assembling evaluation contract procurement documentation, including drafting parts of statements of work at the direction of the P3 Director or his/her designee.
  • Draft M&E reports, policies, and procedures documents under the direction of the P3 Director, including updates to existing documents, and/or manage their clearance process, and assist in quality control review of these documents.
  • Assist in providing training to partners on M&E, both through ongoing mentoring and formal training workshops in Washington, D.C. and/or the field.
  • Participate in Department meetings on data analytics and the use of evidence and M&E, including the evaluation community of practice and M&E events held by the Officer of the Director of Foreign Assistance and the Budget and Planning Bureau.
  • Some international travel may be needed.

Qualifications

  • Bachelors Degree required (in social sciences preferred) and over 10 years of relevant work experience in conducting mixed-methods research in international settings. Masters Degree preferred.
  • Extensive experience working with large quantitative and qualitative data sets using SPSS, Python, SQL, NVivo, and MAXADA. Demonstrated experience managing M&E databases and creating data visualizations in software such as Tableau. Excellent skills in Excel spreadsheet development and maintenance.
  • Certification in data analytics and data science, including for big data analysis, social media mining, predictive modeling/statistical forecasting, and machine learning. Should also be highly skilled at presenting complex data in ways that nonexpert users can understand and use to inform their decisions. Data visualization skills are strongly preferred.
  • Up to five years of experience supporting a U.S. government agency, or equivalent institution, in developing foreign assistance monitoring and evaluation capabilities, including designing and deploying M&E systems working with nonexpert managers and staff.
  • Well-organized, attentive to detail, and able to handle multiple tasks simultaneously.
  • Demonstrated ability to problem-solve complex issues using strong analytical skills and proactively anticipate work requirements.
  • Adequate understanding of U.S. foreign assistance budget cycle and processes.
  • Experience coordinating, tracking, and filing documents/papers.
  • English language (written and spoken) communications skills.
  • Ability to manage multiple tasks, coordinate activities in multiple locations, act decisively in daily work, and work well in a multi-cultural team environment.
  • Strong organizational, communication, interpersonal, and computer skills.
  • Ability to work independently to assess priorities and manage daily coordination of details with minimal supervision Understanding of U.S. foreign policy goals and objectives as they relate to U.S. foreign assistance efforts in the region.
  • Intermediate or Advanced experience with Excel, SharePoint, and other Microsoft office applications.
  • Experience with Salesforce and/or other cloud-based systems.
  • Extensive experience in Data Visualization.
  • Ability to solve problems and encourage consistent reporting.
  • Excellent time management and project management skills, able to sufficiently plan and exercise conscious controls.
  • Excellent writing, speaking, and research skills to produce independently prepared, authoritative documents under tight deadlines for consideration by senior managers in the Department and other U.S. government agencies.
  • Active Secret Clearance.
