Job Description

Position: Staff Action Control Officer (SACO) SME (Program Analyst – SME)
Location: Pentagon (Onsite)
Clearance: TS/SCI
Education: MA/MS (or a BA/BS plus an additional 8 years of work experience, 4 of which must be work related)

Outcomes:
The successful candidate is expected to accomplish the following outcomes during the first year in the position:
• Formally track all tasks, to include: assigned by, suspense, status, and comments on all assigned tasks through completion and be prepared to brief upon request.
• Develop digital continuity folders and files that include standard operating procedures, workflows and POC lists to accomplish all tasks.
• Create 2-3 products beyond the client’s requirements that positively impact the client to either increase efficiency, effectiveness, or innovation.
• Master position tasks within 60 days and exceed requirements within 90 days.

Responsibilities:
On 06 April 2026, the Deputy Secretary of War officially established the Economic Defense Unit. The EDU Director is the principal advisor to the Deputy Secretary of War for Economic Competition across the Department. The EDU will lead, advise, coordinate, synchronize, analyze and assess economic competition across the DoW.

The Staff Action Control Offer (SACO) SME ensures all official communications meet rigorous quality standards and align with established Department of War (DoW). Responsibilities include initiating, monitoring, and coordinating tasks using designated management tools, as well as managing and tracking action items, preparing status reports, and providing relevant metrics.

The SACO SME serves as a quality control checkpoint, ensuring all outgoing communications are error-free, properly formatted, and compliant with applicable regulations and guidelines, maintaining the integrity and professionalism of official correspondence.

Furthermore, this position leverages expertise in correspondence management, including familiarity with relevant directives and automated systems, to provide tasking management support. This involves analyzing staff actions, identifying appropriate offices for coordination, and troubleshooting systems software issues.

The SACO SME is also responsible for establishing reports, monitoring action progress, and proactively following up on overdue tasks to ensure timely completion and provide status updates, advice and guidance to leadership.

Per PWS section 1.3.10.1-3, Executive Administrative support, specific responsibilities include but are not limited to:

• Serve as the liaison between the organization, higher headquarters, and outside agencies.
• Provide expert advice on correspondence management and ensure adherence to updates pertaining to policies and procedures for the preparation and managing of correspondence.
• Employ editing/proofing/revising skills, agility in addressing competing priorities, matters of protocol and engagements with senior leadership.
• Ensure correspondence adherence to standards of quality and consistency with DoW precedents and policies.
• Initiate, monitor, advise and coordinate completion of tasks through CDM’s task management tools.
• Prepare reports; keep metrics and provide briefing charts of status/metrics for leadership, as required.
• Edit for format, policy and compliance, in accordance with DoW directives and Instructions, Administrative Instructions, and other correspondence processes such as, but not limited to, preparation and tracking of SECDEF Form 391 Correspondence Action Report for taskings.
• Employ subject matter expertise, knowledge and experience regarding correspondence management, including familiarity with applicable DoW directives and guidance, Intelligence Community correspondence policies and procedures, and utilization of automated systems for correspondence currently in use.
• Submit staff actions into the system after having analyzed for type of action required;
• identify proper office(s) for action, coordinate, advise and/or assist; and identify other offices having a collateral interest.
• Work with appropriate offices to identify and troubleshoot correspondence system software issues and implement a manual process if on occasion the automated system is nonfunctional.
• Establish, or adapt, existing reports to work with customers and managers on status of tracking of actions.
• Track actions in progress, contact POCs within the organization for upcoming actions due, develop reports on status and track status of Read-Ahead packages due to leadership.
• On a regular basis, follow-up on overdue actions via in-person contact, email and via the correspondence management system to ascertain reason for any delays and expected completion..
• Use government provided Generative AI tools on a day-to-day basis to accelerate tasks, research, documentation, analysis, planning, reporting, and problem solving.  Make recommendations on process improvements and practices that improve quality, speed and/or efficiency.
• Act as the contractor Task Lead and central point of contact for the GPOC.

Qualifications:
The candidate must have the following qualifications:
• Minimum fifteen (15) years of work-related experience
• Of those 15 years, at least ten (10) years of work-related experience supporting a DoD component.
• Proven experience as a staff officer, an executive officer, or in a similar role with minimum of 6 years’ experience.
• Advanced proficiency in digital tools and software (Microsoft Office, Google Workspace, project management tools, etc.), Defense Travel System and other technologies to manage workflow to include highly fluid calendar, email, and task management systems
• Strong organizational and multitasking skills.
• Discretion and ability to handle sensitive information with professionalism.
• Exceptional communication, both written and verbal with meticulous attention to detail.
• Excellent interpersonal and customer service skill.
• Excellent time management skills with a proven ability to meet deadlines.
• Experience working with ETMS2 is required, but if contractor personnel do not have this experience, they must complete ETMS2 and Action Officer (AO) training within 60 calendar days (or next available class) of start date.

The following qualifications are desired:
• Domain knowledge of the Department of War (DoW) and/or OSW EDU
• Experience in Human Resources, Operations, and/or Public Affairs.
• Skilled in advanced Excel and Data Analytics.
• Knowledgeable and skilled in applying Generative AI.
