GENERAL EXPERIENCE :
Experience, education, or training in administrative, professional, investigative, technical, or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes, and principles of management. Knowledge of the National Guard organizational structures, functions, procedures, and techniques. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE :
Must have at least 36 months experience analyzing and interpreting policies and the procedures of higher headquarters/management as to applicability to current policies, experience presenting and discussing complex matters in a clear and convincing manner, and experience in communicating with people from various backgrounds and circumstances.

12 months specialized experience, education, or training equivalent to at least the next lower grade level. ***You must provide your latest SF50, Notification of Personnel Action , or equivalent (only if your agency does not used SF50s), to show you meet this rule.

A GS-0343-12, MANAGEMENT AND PROGRAM ANALYST (COOPERATIVE AGREEMENTS):
- Develops and modifies Special Military Projects, Cooperative Agreements, Grants, General Terms & Conditions (GT&C), FS Form 7600s, MOUs, support agreements, and related operational and business procedures.
- Manages cooperative agreement duties, including pre-negotiation, reimbursements, and administration from inception to closeout.
- Plans and oversees complex long-term (5-year) Cooperative Agreements, ensuring state contracting operations, resources, and services meet objectives using analytical and evaluative methods.
- Independently manages sensitive cooperative agreement issues, ensuring compliance with regulatory and enforcement programs through audits, controls, and evaluations.
- Coordinates with the state Military Department Resource Manager and NGB Contracting to support the state National Guard (NG) mission and programs by providing planning and analysis expertise.
- Prepares and negotiates support agreements, MOAs, and MOUs.
- Works with State Program Managers, the Department of Military Affairs, and the State Adjutant General to implement the Cooperative Agreement Consolidated Personnel Plan.
- Negotiates agreements with ARNG, ANG units, and Federal/non-Federal partners, including USAF, USN, USMC, USAR, DIA, DLA, DARPA, GSA, USDA, NASA, and others.
- Uses qualitative and quantitative techniques to analyze and measure the efficiency and productivity of GT&C and Construction Cooperative Agreements, and related technical programs (e.g., ARNG/ANG Facilities Operations, Security Guard Program, ChalleNGe/StarBase Youth Programs, Dining Facility Operations, Aviation Training, Telecommunications, and Family Readiness Programs).
- Prepares project papers, staff reports, and briefings for NGB PARC, NGB Directorate Staff, and state managers to ensure program compliance and foster understanding of the Cooperative Agreements Program.
- Advises Federal staff and non-Federal recipients to achieve program goals.
- Communicates administrative updates, resolves issues, and provides leadership to workgroups within the grants management community.
- Conducts quarterly Joint Review Program (JRP) inspections and reconciliations of federal and state records, assigning corrective actions as needed.
- Serves as a technical authority in policy and procedural reviews, responding to inquiries and preparing position papers and special reports.
- Evaluates mission effectiveness of the Cooperative Agreements Program by conducting internal reviews, evaluations, and checklists to ensure compliance with laws and regulations.
- Oversees scheduled and unscheduled evaluations of managerial, personnel, and technical aspects of Cooperative Agreements.
- Coordinates between the Department of Defense, Department of the Army, Defense Contracting and Acquisition Agency, National Guard Bureau, USPFO, state agencies, and other Federal and state offices.
- Ensures compliance with management controls, audits, and regulations for federally reimbursed state facilities and services.
- As the Cooperative Agreements Program and Grants Officer Representative, conducts periodic inspections of federally funded projects and ensures safety regulations are followed.
- Performs technical reviews of documents such as MCAs, MCCAs, Special Military Project CAs, and CA Appendices related to facilities, environmental resources, security, telecommunications, aviation base operations, dining facilities, transportation, logistics, and other programs.
- Recommends approval or disapproval to the USPFO for cases requiring endorsement.
- Coordinates and attends meetings with high-level officials, including the DA, NGB, USPFO, the Adjutant General's Joint Staff, and state/local officials.
- Conducts cooperative agreement council meetings to update policies and procedures.
- Oversees financial and regulatory reconciliation reviews with Federal and state program managers and ensures quality control for all MCA, MCCA, and support agreement programs.

- Maintains appropriate agency grants management certification. Fiscal Law, Master Cooperative Agreement Training certification every 3 years.
