Job Description

Position: Policy Advisor SME (LCAT: Strategy and Policy Analyst – SME)
Location: Pentagon (onsite)
Clearance: TS/SCI
Education: MA/MS (or a BA/BS plus and additional 8 years of work experience, 4 of which must be work related)

Outcomes:
The successful candidate is expected to accomplish the following outcomes during the first year in the position:
• Formally track all tasks, to include: assigned by, suspense, status, and comments on all assigned tasks through completion and be prepared to brief upon request.
• Develop digital continuity folders and files that include standard operating procedures, workflows and POC lists to accomplish all tasks.
• Create 2-3 products beyond the client’s requirements that positively impact the client to either increase efficiency, effectiveness, or innovation.
• Master position tasks within 60 days and exceed requirements within 90 days.

Responsibilities:
The Policy Advisor Subject Matter Expert (SME) supports the Office of the Secretary of War / HA – Irregular Warfare Division (IWD) with integration of strategy, plans, and policy in support of priority Department and Administration national security issues.

The Policy Advisor SME will support the Department by analyzing and shaping defense strategies, policies, and directives within the position’s area of focus.

The Policy Advisor SME requires experience in developing recommendations and policies to support Department priority strategic challenges in the intelligence support to irregular warfare mission space.
This position requires substantial experience with Department of War policy development and implementation, with excellent writing and communication skills in a formal professional setting.

Per PWS section 1.3.10.11 Consulting Support, page 26 and the Strategy & Policy Analyst Labor Category description on page 80, specific responsibilities include but are not limited to:
• Provide SME advice to senior leaders, stakeholders, and analyze defense strategies, policies, and directives to support decision-making, conduct research and collect data on national security and defense issues.
• Develop and provide recommendations and plans to address strategic challenges. Draft reports, briefings, and presentations on defense strategy and policy issues.
• Monitor and assess the impact of policy changes on defense operations.
• Collaborate with government agencies, defense organizations, and stakeholders on policy matters.
• Provide support for strategy formulation, implementation, and evaluation.
• Develop long-term strategic plans and national defense objectives keeping abreast of geopolitical developments and emerging security threats.
• Assist in development and authoring research reports; hold an advanced ability to evaluate and synthesize multiple sources of information to creatively inform decision options that consider various outcomes; demonstrate the ability to combine diverse ideas, problem sets, solutions, and outcomes into a singular storyline that
can inform and be absorbed by experts and novices alike.
• Use government provided AI tools to improve products, incorporate efficiencies and continually improve processes.

Qualifications:
The candidate must have the following qualifications:
• Minimum of 15 Years of work-related experience.
• Of those 15 years, at least 10 years supporting a component of the DoW (formerly DoD).
• Proficiency in defense policy analysis and formulation, including familiarity with national security strategy documents.
• Experience in using analytical methods and tools to evaluate defense policy effectiveness.
• Knowledge of defense acquisition and procurement processes, including policy implications.
• Familiarity with defense budgeting and resource allocation principles.
• Understanding of international relations, diplomacy, and military alliances in the context of defense strategy.
• Ability to conduct scenario planning and risk assessment for strategic planning purposes.
• Strong writing and presentation skills for communicating complex policy analyses to diverse audiences.
• Experience in working with classified and sensitive information while adhering to security protocols and clearance requirements.

The following qualifications are desired:
• Air Force and or Intel Community experience.
• Skills and knowledge in generative AI tools and methods.
• Published in the defense arena.
