Position: Executive Officer SME (Staff Operations – SME)
Location: Pentagon (onsite)
Clearance: TS/SCI
Education: MA/MA (or BA/BS plus an additional 8 years of work experience, 4 of which must be work-related)
Outcomes:
The successful candidate is expected to accomplish the following outcomes during the first year in the position:
• Formally track all tasks, to include: assigned by, suspense, status, and comments on all assigned tasks through completion and be prepared to brief upon request.
• Develop digital continuity folders and files that include standard operating procedures, workflows and POC lists to accomplish all tasks.
• Create 2-3 products beyond the client’s requirements that positively impact the client to either increase efficiency, effectiveness, or innovation.
• Master position tasks within 60 days and exceed requirements within 90 days.
Responsibilities:
On 06 April 2026, the Deputy Secretary of War officially established the Economic Defense Unit. The EDU Director is the principal advisor to the Deputy Secretary of War for Economic Competition across the Department. The EDU will lead, advise, coordinate, synchronize, analyze and assess economic competition across the DoW.
The Executive Officer SME provides operational support within the Secretary of the Office of Secretary of War, Economic Defense Unit ((OSW EDU) in direct support of the Deputy Director of the EDU. The Executive Officer SME plays a pivotal role in developing and implementing a comprehensive office management support strategy aligned with the requirements of the OSW EDU senior leadership.
This position is responsible for fostering effective communication and coordination with directorates, programs, stakeholders, and activities within and external to OSW EDU to ensure the successful execution of Senior Executive engagements and activities.
The Senior Executive Officer will oversee the planning, and execution of senior leader engagements, leveraging their individual skill in project management, stakeholder analysis, communication planning, knowledge management and administrative skills.
Per PWS section 1.3.10.1 Executive Administrative Support, specific responsibilities include but are not limited to:
• Provide expert day-to-day functional support of office management in the following areas: executive administration, internal office administrative workflow coordination/communication management, and facility/logistical office support.
• Prepare and maintain (keeping current and accurate) senior leadership calendars and schedules; coordinate appointments, correspondence, and communications with other senior executive administrative assistants and administrative staff; and manage generation, coordination, and signature of executive correspondence and documentation.
• Plan, schedule, and reserve senior leadership travel; prepare orders; and check and process travel vouchers within the Defense Travel System (DTS).
• Send and receive data and information via the NIPRNET and classified networks. The contractor shall be required to use Microsoft Office Suite (e.g., Word, Excel, and PowerPoint), Adobe Acrobat applications, and the Explorer, Firefox, and Chrome web browsers.
• Learn and utilize other commercial or specialized computer applications in the performance of the assigned tasks.
• Operate, maintain accountability, forecast material needs, and accomplish basic maintenance (e.g., paper, ink, and resets) of office computers, copiers, printers, and fax machines.
• Operate video teleconferencing equipment.
• Provide support in Office of the Secretary of War (OSW) processes, organization development and support for development of engagement plans to effect resourcing support from CDM stakeholders and customers.
• Use government provided AI tools to enhance day-to-day processes, find process improvements, efficiencies and continuous process improvement in support of assigned duties. Make recommendations for improved operational processes.
Qualifications:
The candidate must have the following qualifications:
• Minimum of fifteen (15) years of work-related experience.
• Of those years, a minimum of ten (10) years of work-related experience working in support of a DoW component, to include administration, engagement, and planning.
• Experience working with ETMS2 is required, but if contractor personnel do not have this experience, they must complete ETMS2 and Action Officer (AO) training within 60 calendar days (or next available class) of start date, or next available training date.
• Strong organizational and multitasking skills.
• Discretion and ability to handle sensitive information with professionalism.
• Exceptional communication, both written and verbal with meticulous attention to detail.
• Excellent interpersonal and customer service skills.
• Excellent time management skills with a proven ability to meet deadlines.
• Proficient in coordinating video and audio conference calls and maintaining webpages and databases.
The following qualifications are desired:
• Familiarization with the Intelligence Community
• Experience supporting the OSW EDU
• ETMS2, DTS, and Action Officer trained and experienced.
• Knowledgeable and skilled at applying Generative AI.
Travel: Minimal travel required, less than 10%.
