Job Description

Duties

  • Develops procurement documents (PWS, IGCE, QASP, J and A, D and F, source selection plans)
  • Advises on acquisition strategies and compliance with statutes, regulations, and DoD/Army policy.
  • Tracks contract spend, burn rate, funding levels, and contractor labor rates.
  • Reviews contracts and deliverables for compliance with FAR and PWS requirements. Evaluates contractor performance, funding execution, and compliance with regulations.
  • Supports short and long term procurement planning and organizational goals. Identifies inconsistencies, risks, or inefficiencies in contract processes.
  • Compiles data for DA/DoD taskers and validates manpower/budget submissions (PDC, CMRA). Analyzes transactions in GFEBS and assists users with financial system issues.
  • Conducts in depth reviews of contract progress and recommends corrective actions.
  • Serves as COR to monitor contractor performance and compliance. Ensures contract awards meet timelines and regulatory requirements.
  • Monitors procurement milestones and delivery schedules. Ensures contract awards meet timelines and regulatory requirements

In order to qualify, you must meet the education or general experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: Three years progressively responsible experience,1 year of specialized experience which was equivalent to at least GS-04 experience which includes: 1) Aiding with contract development and contract management and oversight support for assigned procurements; and 2) Assisting with analyzing contract performance and identifying needed corrections/revisions; and 3) Advising on contract strategies and planning to best accomplish contract requirements. This definition of general experience is typical of work performed at the next lower grade/level position in the federal service (GS-04/NH-01).

Education: Master's or equivalent graduate degree

OR

2 Full years of progressively higher level graduate education leading to such a degree such as: Finance/Accounting, Business Administration/Management, Mathematics/Statistics.

LL.B. or J.D., if related

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

  • The U.S. Army Test and Evaluation Command (ATEC) is participating in an alternate personnel system known as the Acquisition Demonstration Project (AcqDemo). Among other features, the Demonstration Project replaced GS grade levels with occupational families and pay bands. The band NH-02 is equal to the former GS-05 Step 01 through GS-11 step 10. ATEC uses salary control points to allow for differentiation in the level of positions within the same broadband. Therefore, the salary for this position will be set no higher than $111,087 (w/locality).
