Job Description

Duties

  • Develops, interprets, and/or revises and implements safety and occupational health standards, policies and regulations applicable to the Brigade/Battalion.
  • Reviews and analyzes the Safety and Occupational Health Program which includes accident prevention and control through application of mandatory and consensus standards.
  • Conducts field surveys and inspections of the safety program at subordinate units to ensure compliance with program policies, objectives, standards and procedures.
  • Evaluates reports of hazardous conditions and develops written courses of action with specific recommendations to mitigate risk and to prevent injury or property damage.
  • Confers and coordinates with the Directors and Division Chiefs at Area Commands and Safety Officers of Subordinate Commands as needed to achieve safety and occupational health goals and objectives.
  • Prepares written correspondence including memos, graphs, charts, forms, and others with a high degree of accuracy. Prepares and delivers oral presentations.

  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • This position meets the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs.
  • Temporary Duty (TDY) Travel may be required up to 15%.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position requires the incumbent be able to obtain and maintain CP 12 certification within one year of employment.
  • Requires a valid US driver's license.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. This position has a basic requirement that you must meet in addition to the specialized experience required below.

Basic Requirement: Education: An undergraduate or graduate degree in safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

Experience: In or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duets of the position. Examples of qualifying experience include: Managing safety or occupational health program elements, developing and recommending safety and occupational health policy to higher levels of management, applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements, developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards, developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses, analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards, designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards, inspecting or surveying workplaces, processes, products or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards, training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects, work in occupational fields such as industrial hygiene, safety engineer, fire prevention engineer, health physicist, and occupational health nurse.

In addition to the Basic Requirement, you must also meet the one year of Specialized Experience.

To qualify based on your experience, your resume must describe at least one year of specialized experience which prepared you to do the work in this job. Specialized experience is defined as: experience in conducting safety and occupational health surveys at a military installation, recommending measures to eliminate or control hazardous practices and conditions which may cause mishaps; preparing supplemental written safety procedures for application to local organizational components. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

  • Direct deposit of pay is required.
  • U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement.
  • Locality pay does not apply in the overseas area.
  • If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12.
  • If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child's age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12.
  • Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
  • Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions.
  • Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and .
  • For positions in a foreign country, that country's laws or international agreements may have a direct impact on the ability of an employee's same sex domestic partner or spouse to accompany the employee and receive certain benefits.
