Job Description

Duties

  • Serve as the Executive Administration Specialist to Senior Leadership for DCS front office management.
  • Performs high-level managerial, integrating analytical and time-sensitive staff activities.
  • Updates DCS on events, including analysis of topics covered, potential problems and recommendations.
  • Plans, organizes and executes complex programs, meetings, and visits (e.g., visits from senior government representatives, senior foreign government representatives, Combatant Commanders, MAJCOM Commanders, and Senior Joint Service Leaders).

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series 0301.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the Air Staff functions, directorate goals, work processes, organizational structure, schedule and conduct projects, studies, evaluate and recommend ways to improve the effectiveness and efficiency of special projects, plans and operations. Thorough knowledge of the organizational functions and structure combined with knowledge of the organization's mission and programs in order to advise supervisory and management officials in areas of executive administrative matters. Extensive knowledge in executive administrative policies and procedures in order to gather, analyze, and evaluate information. Knowledge of a wide range of qualitative or quantitative methods to improve complex management processes and systems or program effectiveness. Knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones and methods of evaluating planning actions as they relate to actual events. Knowledge of various office automation software processing procedures and function keys and the similarities and differences among software types to produce a wide range of documents, such as graphics or tables within text, to edit and reformat electronic drafts, and to update and revise existing databases or spreadsheets. Knowledge of grammar, spelling, capitalization, punctuation, and commonly used specialized terminology to prepare material correctly.

EDUCATION: Successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related, in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of staff operations management concepts, principles, and methodologies in order to gather, analyze, and evaluate information.
2. Knowledge of military command structure, missions, programs and organizational relationships, program goals and objectives, the sequence and timing of key operational events and milestones, and ability to plan and organize work.
3. Knowledge of both civilian and military (foreign and domestic) protocol, etiquette manuals and guides, policies, regulations and procedures.
4. Skill in analytical ability to discern short, medium and long-term effects of changes in staff operations practices, procedures and policies, and to effectively analyze the various components of staff operations as part of an integrated whole.
5. Ability to negotiate complex issues and maintain good working relationships. Utmost tact and diplomacy are required to meet all requirements and ensure all contacts are handled appropriately.
6. Ability to communicate clearly and effectively, both orally and in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
