Job Description

Duties

  • Serves as a Foreign Disclosure technical expert who plans, develops, and implements foreign disclosure policy and procedures while providing direction and guidance on assigned international programs and projects.
  • Plans, develops, and implements foreign disclosure procedures to include the review and approval of classified and unclassified export-controlled documents, information and equipment for release and transmission to foreign governments, agencies, and representatives.
  • Plans, develops, and implements foreign disclosure procedures and provides direction and guidance to multiple program offices and organizations on the installation.
  • Administers the Foreign National Visitor Program.
  • Prepares approval or denial positions for foreign national visits to host base units and other tenant organizations in accordance to AFI 16-201

  • Work may require travel away from the normal duty station on military and/or commercial aircraft.
  • A current official U.S. passport is required.
  • Incumbent must be comfortable dealing with U.S. senior leadership and high-ranking foreign representatives. The use of tact and diplomacy on all occasions is required.
  • Must meet the standards of experience, training and education to qualify for an International Affairs Level II certification within four years of accepting the position.
  • Must attend USAF and MAJCOM foreign disclosure training courses as soon as possible.
  • A Bachelor's Degree in Foreign Affairs, International Relations, Education, Political Science, International Politics, or Strategic Studies is highly desired.
Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, .

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
  • Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours, in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods.

    OR
  • Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, as shown in A above, plus appropriate experience or additional education.

    OR
  • Experience: four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs.
  • SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience to serve as a Foreign Disclosure Officer providing foreign disclosure support to all assigned and tenant organizations performing all staff functions in the areas of foreign disclosure and international programs.
    NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

    1. Knowledge of AFI 16-201 and International Traffic in Arms (ITAR) principles and how they are applied to issues relating to Foreign Military Sales (FMS), International Cooperative Programs, (ICP), and Direct Commercial Sales (DCS) exports of defense equipment, technology, information and services.
    2. Knowledge of a wide range of international affairs concepts, physical security requirements, and U.S. foreign policy principles and practices, to include foreign military sales, technology transfer, and international cooperative programs.
    3. Knowledge of general Air Force and specific foreign disclosure operations, politico-military affairs, as well as information and industrial security processes for classified material handling and general management practices.
    4. Ability to understand complex technical material, analyze national security implications, and determine foreign disclosure actions required to export/transfer to foreign governments, international organizations or their representatives.
    5. Ability to analyze problems, identify significant factors, gather and interpret pertinent data, and apply established rules and procedures in order to recommend effective solutions.
    6. Ability to effectively write and orally communicate foreign disclosure and export information to various audiences, to include U.S. and foreign governmental staff, senior leadership and executives, and corporate officers.
    7. A Bachelor's Degree in Foreign Affairs, International Relations, Education, Political Science, International Politics, or Strategic Studies is highly desired.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
    1.
