Job Description

Duties

  • As a Human Resources Specialist, has responsibility for planning, developing and carrying out dutiesrelated to recruitment and Staffing, career Development, Position Management, Employee managementrelations, Resource Management, and/or Educations and Training for the AF ISR Agency and serviced organizations.
  • Manages one or more HR programs: and advises management and employees on legal, regulatory, and/or procedural requirements for issues such as, but not limited to: application of merit systems principles to attract, develop, manage, and retain a high quality and diverse workforce: DCIPS and/or NSPS pay for performance and pay pool management; workforce shaping initiatives to support efficient, effective, and economical use of human resources to meet mission requirements; resource management issues related to work year execution, cost management, civilian resources projections, planning for vacancies and organizational changes, and setting of local pay policies; performance management and recognitions programs; employee development and training; and/or facilitating the delivery of HR services from Air Force Personnel Center and Air Force Manpower Agency.
  • Leads, plans, and/or participates in special projects and studies. Provides technical and policy direction to less experienced HR specialists performing related work.

  • Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP).
  • A non-disclosure agreement must be signed.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.
Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full performance" work level and are equivalent to those at the GG-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions for the GG-0201, Human Resources Management Series.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include credible experience include knowledge of a wide range of concepts, principles, concepts, and practices in a professional or administrative occupation, such as would be gained through extended graduate study or experience and skill in applying this knowledge to difficult and complex work assignments; and/or a comprehensive, intensive, practical knowledge of a technical field and skill in applying this knowledge to the development of new methods, approaches, or procedures.. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Theoretical knowledge and understanding of federal personnel management functions, theories and techniques of the various personnel disciplines.
2. Mastery knowledge of and the ability to apply laws, executive orders, regulations, policies and concepts pertaining to federal personnel programs.
3. Comprehensive knowledge of the methods and techniques of fact-finding, analysis and resolutions of problems and the development of concrete action plans to solve problems and negotiate resolutions.
4. Ability to communicate effectively with others, both orally and in writing, in working out solutions to problems or questions.
5. Ability to make authoritative judgments; and prepare effective analysis, briefings, and reports.
6. Knowledge of security practices and procedures for the protection of classified material.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ADDITIONAL INFORMATION:
This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS. This position is in the Excepted Service.
